Description
The U. S. Department of the Interior, Minerals Management Service/GovWorks, intends to make a firm-fixed price, sole source award to Eric B. Landis, Stillwater, MN. GovWorks/DOI intends to issue a Contract in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the United States Geological Survey. The USGS has a requirement for the acquisition of a study to focus on metadata users and analyzes how metadata is being used in the biological community. It identifies and provides recommendations for best policies and practices for use by natural resource management agencies to facilitate metadata use and access by their user community. The objectives of this project are to: 1.Analyze and document current uses for biological and spatial metadata from user communities in science, and government organizations. 2.Determine how metadata websites and Clearinghouses are being accessed and used for metadata retrieval and analysis. 3.Develop and disseminate guidelines and best practices for the improvement of metadata dissemination and structure, based on user needs. The estimated total value of this project is $30,000. Eric B. Landis brings this project to the FGDC based on observations and comments from metadata training that he has performed for other organizations. His established network spans Federal, state, local, and tribal governments. Because of his long involvement with these groups, Mr. Landis has established a level of trust that allows him to network freely and receive comments on personal, internal, cultural, and bureaucratic obstacles in implementing metadata as a process in GIS and other geographic-base data activities. Eric B. Landis is the only vendor with the extensive established network necessary to complete this project. Eric B. Landis is recognized in the geospatial community and will be able to utilize his reputable trust and reliability so that these communities will confidently and confidentially relay the cultural, bureaucratic, and other roadblocks to the creation of metadata. No other vendors have the capability to acquire the extensive network that Eric B. Landis currently possesses. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST July 26, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
