- The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to DaqScribe Technologies, Inc., Centennial, CO. GovWorks/DOI intends to issue a Delivery Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center's Dynamic Test Branch requires a 24-bit, 96-channel, state-of-the-art Digital Data Recorder (DDR). The total estimated cost of this procurement is $72,000.00. The DDR would allow for simultaneous recording and playback and, since it records digitally, the data does not have to be digitized. The media for the DDR is off the shelf RAID hard drives which are swappable even while the DDR is powered on. This means that recording never has to stop and the cost of the media relative to the storage capability is excellent. Maintaining the ability to record and simultaneously playback and analyze vibration control and shock test data is a critical capability requirement in allowing the Dynamic Test Branch to perform its test mission. This DDR also has the capacity to record at very high rates (2.5 megasamples per second) and at very large throughputs (400 megabytes per second). These rates are required for high frequency pyroshock testing performed at the Dynamic Test Branch. Currently, DaqScribe Technologies, Inc. is the only vendor that manufactures a product with this capability. In order to use another vendor's system from any company other than DacScribe Technologies, Inc. would result in a much higher initial cost, mismatched hardware, since all required channels could not be procured, and would reduce the efficiency of operations due to inconsistencies encountered by having multiple recording mediums. The use of an alternate source would result in a duplication of effort and cost that would not be recovered through competition. Therefore, due to time, compatibility, and related cost issues, no other vendor other than DaqScribe Technologies, Inc. meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. Award to a vendor other than DaqScribe Technologies, Inc. would result in the acquisition of substandard equipment that will not meet mission requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST July 27, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: James L.
