Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to HealthSoft, Inc., Orlando, FL, pursuant to FAR 6.302-1. This action is being pursued on a sole-source basis because the Gove rnment believes that HealthSoft, Inc. is the only contractor with the specialized immunization-related expertise to provide an effective means to support standardized, comprehensive, and accessible vaccine education for Department of Defense (DoD) healthca re provider personnel, consisting of doctors, nurses and nurse practitioners, emergency unit personnel, and pharmacists. The vaccine education tool is the Project Immune Readiness (PIR) Learning Management System, a web-based tool with a total of approxim ately 30 distance learning modules (existing and planned, one for each vaccine and the related disease). To elevate the competency of the DoD??????s healthcare providers, the desired program is for these personnel to take the modules and then have each pr ovider take a competency exam containing basic immunization information and specialized vaccine-related information related to the provider??????s speciality. The PIR consists of new modules (module for Allergy Reaction Prevention; module for Medical Mana gement of Anaphylaxis; module for one IND Vaccine plus two Vaccines currently under development; training module for Tuberculosis BCG Vaccine Administration and TB Skin Testing; module for immunogloblin), updating 21 existing PIR modules, and the creation of a certification exam for each of the four categories of military healthcare providers. USAMRAA intends to award this requirement under Simplified Acquisition Procedures. The period of performance is for a period of 36 months (1 August 2004 to 31 July 2007). The contractor shall provide both expert vaccine-based knowledge and the ability to program this information into a distance learning web-based module for DoD vaccine providers.
