Description
Any questions regarding this solicitation should be addressed to : Susan Newby At: susan.f.newby@nws.usace.army.mil This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected fo r negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for an Indefinite Delivery Contract for photogram-metry, surveying and mapping services to support the Seattle District's Military and Civil Works Programs. Services are required for planning, design and construction of roads, utility systems, airfields, buildings, levees, channels, dams, and other related studies, structures and facilities. The North American Industry Classification System (NAICS) Code is 541370 with a size standard of $4,000,000. Proposed procurement will result in a one-year, fixed price indefinite delivery contract with two (2) options to extend for one additional year per option exercised. Total contract amount shall n ot exceed $600,000 per year with a cumulative contract total not to exceed $1,800,000. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requi rement for a subcontracting plan for that part of the work it intends to subcontract. All interested Architect-Engineers are reminded that, in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practica ble extent consistent with the efficient performance of the contract with small and small disadvantaged firms. The subcontracting goals for the Seattle District which will be considered in the negotiation of this contract are: a. 57.2% of planned subcontr acting dollars can be placed with all small business concerns. B. 10% of planned subcontracting dollars can be placed with those small business concerns owned and controlled by socially and economically disadvantaged individuals or Historically Black Colle ges and Universities or Minority Institutions. NOTE: b. is a subset of a. c. 10% of planned subcontracting dollars for small women-owned businesses. NOTE: c. is a subset of a. Also, the women-owned business may meet the definition of a small disadvantaged business. If so, c. will also be a subset of b. (Count firm in all applicable areas.) d. 3% of planned subcontracting dollars may be placed with HUBZone small business concerns. NOTE: d. is a subset of a. NOTE: A HUBZone firm may also be SDB, women-owned and/or veteran-owned. Count firm in all applicable areas. E. 3% of planned subcontracting dollars for veteran-owned small business. NOTE: e. is a subset of a. NOTE: f. is a subset of a. and e. The subcontracting plan is not required with this submittal. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. A firm fixed price contract will be negotiated. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). PROJECT INFORMATION: The Contractor selected will be required to perform services in Seattle District (the states of Washington, Oregon, Idaho and Montana) or other locations as may be assigned to the Seattle District. The work will involve all services a ssociated with the production of digital mapping including; ground control planning; acquisition for photogrammetric map compilation including conventional measuring systems (EDM systems and levels) and Global Positioning Systems (GPS); associated utility surveys; aerial photography; stereo compilation for large and small-scale topographic mapping; orthophotography; photo lab processing; analytical aerotriangulation; Light Detecti on and Ranging (LIDAR) data acquisition and processing; Geographic Information System (GIS) data collection and submission of FGDC-compliant metadata files; and topographic and digital orthophoto base mapping. Both English and Metric systems of measurement will be utilized. The firm shall have the capability to provide digital data readable and operational with Microstation Version J or higher, and ArcGIS 9.0 or higher geodatabase format. SELECTION CRITERIA: See Note 24 in the Monday publication of the Commerce Business Daily for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion, if a pplicable). Criteria a-e are PRIMARY. Criteria f-h are SECONDARY and will be used as ??????tie-breakers?????? among technically qualified firms. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE. The Firm must have: (1) Current experience in convention al large and small scale photogrammetric production in support of engineering design, facilities management, and regional planning; (2) Current experience in orthophoto generation for large and small scale mapping projects; (3) Current experience in ground survey control, planning, and data acquisition for photogrammetric map compilation including conventional measuring systems (transit, EDM systems and levels) and Global Positioning Systems and airborne GPS capabilities for aircraft navigation and photo co ntrol; (4) Current experience in the collection and processing of LIDAR data into various mapping products to include elevation models, surface models, and contours for large and small scale mapping projects; (5) Capability and experience in providing geos patial data products in Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). These standards were formerly known as the Tri-Service Spatial Data Standards (TSSDS)/Spatial Data Standards (SDS) and A/E/C CADD Standard (ERDC/ITL TR -01-6) http://tsc.wes.army.mil/products/standards/aec/aecstdweb.asp; (6) Any data, database(s) and /or geospatial data produced through this procurement must be documented through the preparation of standard metadata (data about data) descriptions. The Co ntractor shall ensure that the metadata delivered is compliant with the Federal Geographic Data Committee (FGDC) Standard Content Standard for Digital Geospatial Metadata, FGDC-STP-001-1998. A copy of this standard is available at http://www.fgdc.gov/stan dards/documents/standards/metadata/v2_0698.pdf. Digital data supplied by the Contractor must be readable and fully operational with U.S. Geological Survey DLG-3, AutoCAD, ArcGIS, ERDAS, MIPS, and Intergraph system formats. The firm must be able to provid e an aerial camera with a 6-inch focal length that has been calibrated by the United States Geological Survey (USGS) within the last three years. Firms must also have an established Quality Management Plan. (b) PROFESSIONAL QUALIFICATIONS. The firm must have, either in-house or through consultants, a certified photogrammetrist. The firm must also be able to provide a registered land surveyor and expertise for the following: ground control and utility surveys; aerial photography; orthophotography; analyt ical aerotriangulation; stereocompilation; remote sensing; LIDAR data processing; drafting; and photo lab processing. The photogrammetrist or stereocompiler must have experience in preparing Digital Terrain Modeling (DTM) and utilizing remote sensing data sets in a GIS environment. The survey party chief must be experienced with GPS and airborne GPS methods and technology. Resumes (Standard Form (SF) 330, Section E, Page 3, Complete one Section E for each key person) must be provided for these disciplines, including consultants. In the resumes under Project Assignments, use the same disciplines nomenclature as is used in this announcement. The evaluation is to consider education, training, registration, overall and relevant experience and longevity with firm. (c) PAST PERFORMANCE. Past performance on contracts with Governmental agencies and private industry in terms of quality of work, cost control, and compliance with performance schedules will be considered. (d.) CAPACIT Y. The firm must demonstrate the personnel and equipment capacity necessary to accomplish two concurrent delivery orders. The firm must demonstrate the capacity of firm to furnish equipment and personnel to accomplish work as required to maintain delivery of a quality product on a timely schedule. In Section H, page 6, of SF 330, describe the firms' quality management plan, including the team's organization with an organizational chart, quality assurance, cost control, and coordination of the in-house work with consultants. (e.) KNOWLEDGE OF THE LOCALITY. Firms' knowledge of the area and State Plane Coordinate Systems encompassed by the Seattle District boundaries is advantageous. (f.) GEOGRAPHICAL LOCATION. Physical Location of the office performing the w ork with respect to Seattle, Washington will be a consideration. (g.) Volume of DoD contract awards in the last 12 months with the objective of effecting an equitable distribution of DoD architect-engineer contracts among qualified architect-engineer firms including small and small disadvantaged firms, and firms that have not had prior DoD contracts. (h.) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a p ercentage of the estimated effort. Interested firms possessing the capabilities to perform this work must submit one copy of Standard Form 330 (6/2004) for the prime firm and all consultants to the above address no later than the response date indicated above.
