Description
The Office of the Secretary (OST) of the United States Department of Transportation (DOT), is seeking sources able to integrate various security processes and internally developed applications into an Enterprise Security Management solution that will aid in addressing current and future DOT security related initiatives. Specifically, DOT is looking to implement a solution that provides; An access controlled and DOT branded community (portal) where DOT employees can access the information we need to perform various security functions within the organization. An integrated Policy Management solution that will aid in the creation, communication and management of the DOT information security policies, standards and guidelines as they relate to corporate and regulatory compliance including FISMA. This also includes that creation, communication and management of detailed technology configuration procedures for various technologies that support DOT security policies including privacy scans. An integrated Threat Management solution that provides the ability to receive direct intelligence feeds from leading commercial vendors, provide workflow capabilities, filter alert notifications based on DOT grouping, as well as prioritizes remediation plans and corrective actions. An integrated Asset Management solution that notifies asset owners of threats and incidents that affect our assets, and allows the management and implementation of patches, fixes, workarounds and procedures using integrated workflow and event notification including the ability to accept feeds from leading commercial providers, correlate that information and provide reporting back to the CIOs office. An integrated Incident Management solution that would enable DOT to automate our process of reporting incidents online and managing the workflow and remediation of incidents systematically. An integrated Risk Management solution that would enable DOT to automate our current Application and Business Process risk management processes enabling DOT to meet our Risk Management requirements. An integrated Management Reporting capability that will allow key DOT management to view enterprise reports that provide an overview of the security posture of DOT at any given point in time and display that information in an access controlled format in a report or graphic / dashboard format. An integrated approach enabling DOT to interface with our technology standard systems. An integrated access controlled Framework that will empower DOT to deploy and manage the infrastructure necessary to meet the unique and changing requirements of DOT, today and in the years to come. Including but not limited to training / awareness and engagement management. A Framework that will provide DOT with a comprehensive yet easy-to-use set of tools to implement and customize the infrastructure needed to support DOT security initiatives, with little to no custom software development enabling DOT to incorporate other processes into this infrastructure on the fly. A Framework to provide DOT the ability to support its enterprise security management initiatives, while running on a single code base, thus reducing the overhead cost of maintaining multiple applications. And, past performance and a Framework that is a proven scalable and commercially available offering. Sources interested in this requirement should send all relevant commercial literature (e.g., description of the products offered, specifications, etc.) and any other necessary information that demonstrates the above requirements can be met. Sources must indicate whether they are a large business, small business, or 8(a) business under NAICS 541. The Government does not intend to pay for information furnished in response hereto.
