Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch (MB) plans to procure on a sole source basis with Bioqual Inc, 9600 Medical Center Drive, Rockville, MD 20850 for the performance of assays on primate peripheral blood mononuclear cells (PBMC). The Metabolism Branch is a leader in the field of translational research. From laboratory experiments which investigate cytokines, their receptors and antibodies to these receptors, they have developed and continue to develop innovative treatments for leukemia, lymphoma and other IL-2/IL-15R expressing diseases. The data obtained from these assays will be compared with completed studies performed by Bioqual under contract N02-BC-17009 for the Basic Research Laboratory, CCR, NCI. Due to the need of consistency and comparability of data for ongoing research projects Bioqual is the only vendor who can process these assays without the introduction of new variables and maintain comparability across assays. The assays to be performed are as follows: 1) Intracellular cytokine (ICC) staining by flow cytometery; 2) cell proliferation assay by thymidine incorporation; 3) peptide/protein lymphocyte simulation; and 4) Intracellular cytokine staining (ICC) with fresh PBMC. This service is considered commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on July 22, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
