Description: SUBJECT: Participating as a member of the Tulsa University Drilling Research Projects (TUDRP) Venture. DESC: The U.S. Department of Energy?s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the University of Tulsa, Tulsa, OK for the following work: STATEMENT OF WORK - INTRODUCTION: The Tulsa University Drilling Research Project (TUDRP) is a non-profit, cooperative industry-university research venture in which contributing members pay an annual membership fee to partially support various areas of drilling research. TUDRP has provided an excellent opportunity for the industry to expand basic and applied drilling research in a cost effective and efficient manner. OBJECTIVES: (1) To continue to promote, for the common good of the industry, advancements in the state of art of oil and gas well drilling technology through basic and applied research. (2) To suitably utilize unique drilling facilities and equipment, such as that available and gifted to the University of Tulsa; and (3) To provide companies and industry a means to supplement or supplant their drilling research programs at nominal cost. PERIOD OF PERFORMANCE: One Year. DELIVERABLES: The deliverables shall be (1) Bi-annual progress reports, which may include appropriate theses and dissertations arising from the research effort, and (2) Technical papers or reports published on topics of drilling related research. Pending reports include: ?Influence of Drillpipe Rotation on Pressure Losses in the Annulus?, ?Experimental Study on Effective Hole Cleaning Using Mechanical Cleaning Devices?, ?Effect of Elongational Flow Through the Dill Bit on the Rheology of a Polymeric Drilling Fluid?, and ?Mechanistic Modeling of Cuttings Transport with Aerated Fluids in Directional Wells?. This purchase order is being issued to the Tulsa University Drilling Research Projects (TUDRP) because the participation in this project is relevant to the DOE mission and continues to offer a unique opportunity to promote advancements in the state of the art of drilling and technology through basic and applied research, provide financial support to graduate students pursuing advanced degrees in drilling engineering, and allow companies to supplement or supplant their own drilling research programs at a nominal cost, utilizing unique facilities and equipment available at the University of Tulsa. A TUDRP advisory board, consisting of fifteen members from industry, also serves to advise the University on topics beneficial to drilling research. The University of Tulsa has notable expertise in drilling research and has maintained this industry-university research venture in the past. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. Request for information should be addressed to Mr. Robert L.
