INSTRUMENTS AND LABORATORY EQUIPMENT SUBJECT: Ultra High Emissivity Blackbody Calibration Source System RFQ NUMBER: SB1341-04-Q-0730 RESPONSE DATE: July 30, 2004 CONTACT POINTS: JENNIFER RODERICK, Contract Specialist, (301) 975-8173; PATRICK STAINES, Contracting Officer, (301) 975-6335 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is 100% set aside for small businesses. Only interested small businesses may submit a quote. *** ***NIST intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Offerors may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. All responsible sources MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. NIST is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The solicitation will start on July 15, 2004, and end on July 30, 2004 at 3:00:00 pm Eastern Time. The selected Contractor must comply with the following commercial item terms and conditions. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Ultra High Emissivity Blackbody Calibration Source System, and one (1) each Serial Communication Output to be used in the Optical Technology Division at NIST, Gaithersburg, MD. *** ***All interested offerors shall provide a quote for the following line item: Line Item 0001: The Contractor shall furnish one (1) each, Ultra High Emissivity Blackbody Calibration Source System and one (1) each, Line Item 0002: Serial Communication Output. The Ultra High Emissivity Blackbody Calibration Source System shall meet or exceed the following specifications: (1) Temperature Range: 50.0 degrees C to 1100.0 degrees C; (2) Accuracy: plus or minus 0.1 % of reading plus or minus 0.4 degrees C; (3) Temperature Resolution: 0.01 degrees C; (4) Stability: 0.05 degrees C per 8 Hour Period at Near Constant Ambient Temperature; (5) Stability Drift: 40mK/ degrees C at 1000.0 degrees C set point; (6) Heated Cavity Shape: Spherical 190mm (7.5 inches) inside diameter; (7) Minimum Aperture Diameter: 19.0 mm (0.75 inches); (8) Aperture Solid Angle: 10 degrees (Total); (9) Spectral Emissivity (Calculated): plus 0.998; (10) Uniformity of Temperature with in cavity: To within plus or minus 0.1% of reading plus or minus 0.2 degrees C of Controller Setting; (11) Temperature Sensor: Type N thermocouple 3 m long with Cold Junction; (12) Method of Control: Digital Precision Self-Tuning PID Controller; (13) Controller Resolution: 0.01 degrees C; (14) Cooling Method: Water Cooled; (15) Operating Ambient Temperature: 15 degrees C to 30 degrees C; (16) Control Module: 19 inch Rack Mountable; (17) Power Supply Module: Separate 19 inch Rack Mountable (To reduce Heat Transfer to the Controller); (18) Interconnecting Cables: 3 m long; (19) Power Requirements: 208VAC plus or minus 2%, 60Hz, 2.0kW Maximum; (20) Maximum Dimensions: Blackbody Module: 420mm H x 420mm W x 450mm D; (21) Control Module: 167mm H x 483mm W x 280mm D; (22) Power Supply Module: 167mm H x 483mm W x 280mm D; (23) Weight: Blackbody Module: 30kg (Estimated); (24) Control Module: 8kg; (25) Power Supply Module: 20kg; and (26) Extra T/C tube guide. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
