PART: U.S. GOVERNMENT PROCUREMENTS CLASSCODE: Z ? Maintenance, Repair or Alteration of Real Property OFFADD: USDA, ARS, BA, AAO, Contracting Section, 10300 Baltimore Ave., Bldg. 003, Rm. 329A, Beltsville, Maryland 20705-2350 SUBJECT: Outside Plant Communications Cabling Relocation Project Beltsville MD SOL: 09-3K47-04 DUE: 8-16-04 by 4pm EST DESC: This is a Request for Quotes (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-23. This project is restricted to small business concerns only. This job is to be completed 30 days after issuance of the Notice To Proceed. The following services are to be performed and consist of but not limited to: removal of all communications cabling and associated hardware from designated utility poles. As a result, new outside plant cabling will have to be placed and routed through a recently installed communications duct-bank. All associated telecommunications services shall be identified, re-routed and placed onto the newly installed cable. Identify and clearly label all existing services (voice, data, dedicated circuits, etc) currently utilizing the cabling scheduled to be removed at both the far end (first splice point nearest to bldg 307) and within each impacted facility (label at each impacted building/residence MPOP). Place 4,000-ft of 100-pair buried outside plant copper communications cabling in duct-bank from existing utility pole located at Soil Conservation Road to newly placed utility pole located on Beaver dam road near Beaver dam road bridge, Beltsville, MD. Place 1,000-ft of 100-pair outside plant copper communications cabling and all associated hardware & messenger cable on existing pole line from the newly placed pole near Beaver dam road bridge to BARC pole #39 to pick-up aerial feed from building 307. A temporary splice shall be utilized to allow for simultaneous service over both the newly installed cabling and the cabling scheduled to be replaced. Place 3 inch buried conduit from hand-hole on Beaver Dam road to existing utility pole. Place 50-pair buried cable from hand-hole on Beaver dam road through conduit to existing pole to pick-up the aerial feed for buildings 508 & 509. Re-route all telecommunications services currently attached to affected cabling. All services shall remain operational throughout the entire duration of the project with 0% down time for all telecommunications services. All services shall appear exactly as they were at the same jack locations within each facility/residence as they were prior to the start of the project. All work is to be performed in accordance to ANSI/TIA/EIA 568, 569, 607 & 758 telecommunications standards and all state & local laws and codes. All installation work is to be conducted in accordance within the BICSI installation methodologies as illustrated in the latest BICSI Telecommunications Distribution Methods Manual. All work to be performed during normal working hours (7:00 am to 4:30 pm Monday through Friday). Contractor shall have BICSI Outside Plant Certified Foreman overseeing the entire project (proof of certification to be provided at time of award). The complete Statement Of Work, drawings, specs and clauses will only be available from the website http://www.fedbizopps.gov on or about July 30, 2004. It is the contractors responsibility to check the internet site for any posted changes to the solicitation. There will be one site visit on August 5, 2004 at 9 a.m., all contractors are asked to meet in the front lobby of Bldg 003, 10300 Baltimore Ave., Beltsville, MD 20705. The NAICS code for this project is 238210 with a small business size of 12.0 million. The Government recommends that contractors providing a quote for this project visit the site and make themselves aware of the site conditions. Quotes are due on August 16, 2004 by 4 p.m. EST and can be faxed to 301/504-5009, mailed or hand delivered to the office address. Magnitude of project is between $25,000 and $100,000 and will be procured using FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items and is set aside for small business concerns. A firm fixed price purchase order will be awarded to the responsible/responsive offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. The following FAR clauses and provisions apply and are available on http://www-far.npr.gov or http://arnet.gov/far : FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Award to technically acceptable offeror, at a fair and reasonable price; The following factors shall be used to evaluate offers/quotes for this project in order of importance: 1. Past performance, 2. Technical capability and 3. Price. FAR 52-212-3, Offeror Representations and Certifications-Commercial Items. All offers must include a completed copy of FAR 52.212-3 with their response. FAR 52.212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders-Commercial Items, will apply to the resultant contract: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52-222-37, 52.225-1, 52.225-13 and 52.232.34, 52.222.70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION) (USDA). (a) The offeror represents that if it is subject to the reporting requirement of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks ?has not? may not be awarded a contract until the required report is filed. Section 508 Accessibility compliance Clause: All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http:www.access-board.gov/sec508/508standards.htm-PART 1194). The following operating systems; 1194.25 Self contained, closed products; 1194.26 Desktop and portable computers. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) EFT compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP) for payment under EFT.
