- The Department of Homeland Security, Bureau of Customs and Border Protection, USBP Air and Marine Operations Center, El Paso, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation HSBP1004Q0171 is being issued as an Rquest for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm?s DUNS number. The North American Industry Classification System code is 336412. The small business size standard is 1000 employees. A single award will be made. The requirement is for Part Number 0320-A2B factory remanufactured aircraft engines for PA18 Super Cubs. CLIN 00010 With Cores. Guaranteed Minimum of 3 each, Maximum 5 each: $___________ each; and CLIN 00020 Without core 1 each $_______ each. The following cores will be used for the guaranteed minimum: L-49329-27A, RL-48907-27A and L-38660-27A. All cores have reached the TBO of 2,000 hours. Cores will be returned within 60 days after receipt of engine. If core is unserviceable, contact the issuing office at 915 782-4450 X 119 and bill back will be negotiated and added to the applicable order by modification. Delivery of engines shall be within 45 days after award of delivery order(s). Delivery is to be FOB origin to the location cited on the delivery order. The delivery order will provide instructions concerning billing of shipments. Cores will be returned within 60 days after receipt of engine. If core is unserviceable, contact the issuing office at 915 782-4450 X 119 and bill back will be negotiated and added to the applicable order by modification. All requirements will be place by the issuance of Deliver Order(s) issued by a Contracting Officer located at the issuing office. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition and the following Addenda adds the provisions at 52.219-6 (Notice of Total Small Business Set-Aside). FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the responsible Quoter who is technically responsive, with the lowest price.
