- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F33DOL41280100 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23, effective 05 May 2004 and FAC 2001-19 Update effective 28 May 2004. The Government contemplates award of a Firm-Fixed Price Purchase Order resulting from this solicitation. The NAICS code is 339111 and the size standard in 500 employees. This is a 100 % small business set-aside. The following requirements are being solicited: The Air Force Research Laboratory (AFRL), Munitions Directorate, Ordnance Division, Energetic Materials Branch (MNME) requires an In-Vacuum XYZ Translation System for its Benchtop Energetics project. Basic Configuration: In this paragraph, system components to be provided by the vendor are underlined; those to be provided by AFRL/MNME will be identified as “government furnished equipment” or “GFE.” The GFE will not be made available to the vendor for testing. The envisioned system will include an in-vacuum positioner comprised of three linear translation stages assembled to provide controlled motion in three mutually perpendicular directions; the two horizontal directions labeled X and Y, and the vertical direction Z. These stages will be compatible with operation within a high-vacuum enclosure (GFE) at background pressures of order 10-6 torr. The positioner will communicate with a stand-alone motion controller/driver via two-piece interface cables. The interface cables will be comprised of in-vacuum, and in-air sections, and will be joined using standard multipin connectors (e.g. D9 or D15 or D25) to permit compatibility with the off-the-shelf vacuum feedthroughs (GFE). The motion controller/driver will communicate with a personal computer controller (GFE) via either USB or IEEE-488 GPIB interfaces. The system will include any software required for communication between the motion controller and the computer, and the Vendor is invited to include a description of available software packages for programming the motion controller via the computer. The motion controller/driver will provide a TTL level output available at a BNC connector, which will remain TTL LOW while the positioner is moving and will transition to TTL HI when the motion is completed. Mechanical Dimensions: The required range of motion is 2.0 by 2.0 by 4.0 inches (X by Y by Z). The sample to be moved will weigh less than 0.25 pounds, and will be mounted onto the final vertical Z stage such that its center of mass will be cantilevered no more than 2.0 inches away from the Z stage surface. The in-vacuum positioner must fit and operate within a 24-inch inside diameter by 24-inch tall cylindrical vacuum chamber, however designs capable of operation within the smaller chambers (down to 18-inch diameter) are preferable. The positioner design will permit unobstructed optical access to the sample from both sided of the vacuum chamber along the X direction, and from at least one side along the Y direction. Vendor will provide a to-scale sketch of the proposed positioner design showing the arrangements of the XYZ stages for the purpose of source selection. The in-vacuum sections of the interface cables will be 3-feet long, and the in-air sections will be 12-feet long. System Performance: The system will be capable of moving the sample at speeds up to 20 millimeters/second; higher maximum available speeds up to 40 millimeters/second are preferable. The system will be capable of an absolute positioning accuracy of ± 100 microns over the entire range of motion. The XYZ stages will be aligned to be mutually perpendicular to within ± 50 microradians. The delivery address is 101 W Eglin Blvd, Bldg 13, Ste 150, Eglin AFB, FL 32542.
