- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Request for Quotation (RFQ)# 127175 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The North American Industry Classification (NAIC) Code for this acquisition is 339111 with a business size standard size of 500 employees. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities website http://fedbizopps.gov/. This site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most-up-to-date information about this acquisition. All questions in reference to this requirement shall be submitted via fax within five business days after this posting, all responses will be posted on this site. This contract action will result in a Firm Fixed Price - one time buy contract. The Government's requirement is for brand name or equal of one (1 each) Micromanipulator 2210 custom PCD (part number SPP20040304) probe station w/built in vibration isolation table w/custom 2-tier manipulator platens designed to support 20 or more Model 72 probes with 10 BNC strain relieved connections on each side (total 20); one (1 each) EMZ Mejii Sterezoom microscope w/0.7x to 270x mangification; ten (10 each) 210/360VM left-handed Manual Manipulator, 2 left 2.2u per degree sensitivity, vac base; ten (10 each) 110/360V right-handed Manual Manipulator, 2.2u per degree sensitivity, vac base; six (6 each) 7B probe tips (box of 10); thirty (30 each) Probe Holder Model 72, malleable w/set screw tip lock, length to be modified. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked the vendor is quoting an equal product, the offered item shall be considered the brand name product as referenced in this announcement . Interested persons may identify their interest and capability by responding to the requirement. This is an all or none requirement. FOB Destination, FBI, ERF Bldg., Quantico, VA 22135. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as part of thier quote, all descriptive material necessary for the purchasing activity to determine whether the product meet the FBI's requirements. Vendors proposing to modify a product to make it conform to the requirements of this announcement, shall include a clear description of the proposed modification and clearly mark any descriptive material to show proposed modification. Warranty period shall be one year after acceptance. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offeror- Commercial Items (Jan 2004); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3-Offeror Representations and Certifications-Commercial Items (May 2004); FAR 52.214-4 Contract Terms and Conditions-Commercial Items (Oct 2003) FAR 52.215-5 Facsimile Proposals (OCT 1997); PROTEST AFTER AWARD (AUG 1996); The Department of Justice (DOJ) Justice Acquisition Regulation Clauses, 2852.233-70 PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); and 2852.201-70-CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (JAN 1985), Clause 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES or EXECUTIVE ORDERS-COMMERCIAL ITEMS (JUNE 2004), Subsection (a),(b),(d) and (e) apply; FAR 52.204-7 Central Contractor Registration (OCT 2003); FAR 52.211-6 Brand Name or equal (Aug 1999). The following factors shall be used to evaluate offerors: Technical (technical design, capability of the items offered to meet the government need), Past Performance and Price. Past Performance shall consist of : quality of the product; customer satisfaction; provide at a minimum of three (3) names and telephone number of customer that have acquired the same or similar products for past performance evaluation. Technical and Past Performance, when combined are significantly more important than price. The Government will award a contract to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government. All quotes shall be clearly marked with RFQ 125312 and shall be submitted to Mabel Comfort, Contract Specialist, at the address mentioned above and all response received by July 23, 2004 by 4:00 P.M., ET will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed offers will be considered. Compliant quotes can be faxed to (703)339-2750. Any quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing.
