- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The proposed contract is 100% set-aside for small business concerns. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ number is N00244-04-T-0769. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and DFAR Change Notice 20040608. Standard industrial code is 334417 and the business size standard is 500 employees. The requirement is for installation and testing of fiber optic cables in accordance with the below Statement of Work. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212- 1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 52.219-1, Small Business Program Representations; FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, app lies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities; and addendum provision DFARS 252.211-7003, Brand Name or Equal. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptabilit y at the lowest price. In addition NAVSUP 5252.215-9402, Notice to Prospective Offerors, and 5252.215-9403, Note: the full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at www.arnet.gov.far; Defense Federal Acquisition Regulation Supplement (DFARS) can be accessed on the Internet www.dtic.mil/dfars . Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery /availability of product/s, the company's CAGE code, Dun and Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be incl uded. All FAR certifications and representations specified above must also accompany your quote. IMPORTANT NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on/or after 06-01-98. Lack of registration in the CCR database will make an offeror/quoter INEGLIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. Quote will be accepted via fax at 562-626-7275. STATEMENT OF WORK Contractor Implementation of the First Naval Construction Division SIPRNET Fiber Optic Cable Plant 1. OBJECTIVE: The objective of this statement of work is to assess the requirements for the Seabee’s SIPRNET network at Port Hueneme , CA that will support the Satellite Based Communications System at this location. The successful bidder shall be designated as the “Contractor” in this document and Naval Facilities Expeditionary Logistics Center (NFELC), Port Hueneme shall be designated as the “Project Manager”. 2. SCOPE To provide a cost estimate for SIPRNET fiber optic communications at Port Huenme, that will support the Satellite Based Communications System at this location. Fiber Optic Communications will be run from Bldg 225 to Bldgs 1436, 1437, 1438, 524, 1000 and Bldg. 2. Standard Commercial Off The Shelf (COTS) equipment shall be used whenever possible and the system need are to support the transfer of logistics and operational data files from existing classified Garrison and Tactical Systems. 3. SCOPE OF WORK AND GENERAL REQUIREMENTS 3.1 GENERAL REQUIREMENTS: The contractor shall provide equi pment lists required to fulfill the scope of the contract objective. The contractor shall pull fiber optic cable with “proper fiber optic pulling equipment/machinery”. The contractor shall ensure that all splices and connections meet or exceed “Coming Cable Specifications”. 3.2 TECHNICAL REQUIREMENTS: The contractor shall provide the following: 1. Equipment list that connects to the high-speed fiber backbone currently installed at Port Hueneme, CA 2. Network diagram/documentation to support the fiber installation/terminations. 3.3 TESTING REQUIREMENTS: The contractor shall provide oversight of the testing of the Satellite Based Communications System at Port Hueneme, CA. The contractor shall provide test results by Optical Time Domain Reflector (OTDR). The contractor shall provide electronic/soft or hard copy of all test results. 3.0 DELIVERABLES: · The fiber/network documentation shall be provided 60 days after receipt of the contract · The contractor will provide a soft/electronic copy as well as a “hard copy” of all documentation. · The contractor will provide weekly updates of their progress during the implementation phase of the project. · The contractor will provide a final briefing to NFELC N63, First Naval Construction Division N6 and his staff. 5.0 APPROACH The project comprises two major components: · The fiber installation and termination requirements · The final test and network documentation 6.0 NOTES: The project and all of the fiber optic cable and associated equipment shall be the property of the US Government. The media will contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C SEC 2751 ET SEQ.) or Executive Order 12470.
