Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) in Narragansett, Rhode Island is issuing notice of intent to negotiate a sole source procurement with SubChem Systems, Inc. for a device that can measure the concentration of four (4) key nutrients in seawater. The device is to be mounted in an undulating oceanographic sampler (Chelsea Technologies NuShuttle) that is owned by NMFS. Due to the mounting and sampling requirements, the following criteria are essential in this device: It must be compact enough to fit in the space available in the NuShuttle; It must be able to sample at rates up to one sample per second; It must be able to measure concentration of nitrate plus nitrite, silicate, phosphate, ammonia plus ammonium; It must be sensitive to nutrient concentrations as low as .01 micromolar (.02 for silicate) and as high as 20 micromolar; It must interface with existing NuShuttle sensors to report near real time data to deck mounted computers. SubChem Systems is the only company that offers submersible on in-situ chemical analyzers with the capability to rapidly monitor multiple nutrients (nitrate, nitrite, ammonia, phosphate, silicate and iron) simultaneously and continuously while the instrument is moving through the water. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 28, 2004. Written requests for additional information may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
