- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number HSCG38-04-Q-C00001 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This procurement is a total small business set-aside. The North American Industry Classification System (NAICS) Code is 488190 and the small business size standard is $6M annual revenue. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a Firm Fixed-Price. The USCG intends to negotiate and award the contract on the following Evaluation Criteria: Technical Capability, Experience, Past Performance and Price. Technical Capability is weighted slightly higher than Experience. Experience is weighted slightly higher than Past Performance. Price is not weighted, but will be considered prior to award. The closer the offers are to technical equality, the more important price becomes. Provide for evaluation, prices on the following based in accordance with the Statement of Work (SOW): Clin 1, Automation Philosophy and Procedures Development. (IAW sections 3.1.1 and 3.2 of the SOW.) Clin 2, Normal Checklist Redesign. (IAW sections 3.1.2 and 3.2 of the SOW.) Clin 3, Crew Resource Management (CRM): Advanced Technology Airmanship and Flight Discipline. (IAW sections 3.1.3 and 3.2 of the SOW.) Clin 4, Advanced Technology Flight Crew Evaluation Program. (IAW sections 3.1.4 and 3.2 of the SOW.) Clin 5, Develop Upgrade Syllabus Courseware for Left Seat, First Pilot, Aircraft Commander, Instructor Pilot, and Flight Mechanic. (IAW sections 3.1.5 and 3.2 of the SOW.) Clin 6, Develop a Document Control and Support System for the HC-130J. (IAW sections 3.1.6 and 3.2 of the SOW.) Anticipated award date is on or about September 10, 2004. All responsible sources may submit a proposal, which shall be considered by the Agency. The Proposal must include the following items: * Fixed price per Clin. To be considered for evaluation, the offeror MUST submit a proposal on all clins listed. * Completed Offeror Representations and Certifications-Commercial Items, FAR 52.212-3. (A sample can be found on the ARSC Website.) * The Proposal Documentation Requirements as stated in section II of 52.212-2 Evaluation? Commercial Items (Jan 1999).
