- THIS IS AN AMENDMENT TO THE COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREVIOUSLY POSTED - The purpose of this amendment is to identify questions received and provide all interested parties with the Government's response. The following is a list of questions received and the Government’s responses. The following questions were received for NEEA2000-4-00027 Question 1: What database is NOAA using, and what release? Answer 1: The database is hosted on Sybase, version 8. Question 2: What tool sets need to be used in conjunction with the database? What are the current release versions of these tools? Answer 2: Cold Fusion, version 5 is used to maintain the database. Also Apache version 1.3.27 is used for the Internet interface. Question 3: Is the documentation of all changes to the data structure available to be reviewed as part of this RFQ or provided later as part of the analysis? Answer 3: Details on the necessary modifications to the database structure will be made available after contract award. Question 4: What platform architecture is the system currently running on? What operating system is being used and what release? Answer 4: The database is hosted on Sun Solaris 8 Sunfire 280R platform. Question 5: Is the data hosted on a SAN or NAS? Answer 5: All data is stored locally on the Sun machine. Question 6: What is NOAA’s position in regards to using H-1 technical expertise (on-site, not off-shore)? Answer 6: The source of all data is public information, so there are no concerns with using staff holding H-1 visas. Question 7: Is the database and catalog referred to actually the same product? Is the catalog hardcopy or softcopy? Answer 7: The database is a catalog of satellite information, there is no difference. There is no hardcopy. Question 8: What are the likely locations of conferences that may require attendance? Answer 8: No conferences requiring travel have been identified at this time. Question 9: What are the currently known locations and names of agencies and/or vendors to be interfaced with? Answer 9: The primary interaction for the contractor will be the International and Interagency Affairs and the Chief Information Officer for NESDIS HQ in Silver Spring MD. Question 10: When does NOAA expect to award this contract and have the work begin? Answer 10: The contract will be awarded this fiscal year and will continue as appropriate. The contract will be for a base period with additional option periods. Question 11: Will all database updates require use of existing database management tools? Is manual database entry required? Answer 11: Updates to the current database will require use of existing database management tools. Manual data entry will be required. NOAA anticipates migrating the tool to an alternate configuration, such as MY/SQL and PHP, to be determined in the course of the work. Question 12: Does the contract call for the Contractor to continue performing/providing updates beyond eight months from contract award? Answer 12: The modifications to the database structure are anticipated to be performed in the initial period of the contract, with updates to the database continuing throughout the contract. Question 13: Will NOAA provide the Contractor with remote access privileges to the database and appropriate shared files to facilitate telecommuting in the Washington D.C. area? Answer 13: Remote access can be provided; however, secure VPN access and a dedicated steady IP address would be required. Question 14: If remote access is available or if off-site work is required, will NOAA provide a GFE copy of the database and license for needed software applications? Answer 14: NOAA currently only has licenses for the applications installed at the NOAA site. Question 15: Is there an incumbent Contractor? Answer 15: The database was constructed by a support contractor at government direction. All rights to the database schema and contents are held by NOAA. Question 16: What are the sources of the existing data? Answer 16: NOAA will direct the contractor on where to find the relevant information for updating the database. All data used to update the database is publicly available. Question 17: Can a data model of the database be provided? Answer 17: The database website URL provided in the solicitation shows the database structure. Question 18: Please define bimonthly. Answer 18: Bimonthly means every two months for the purpose of this requirement. Question 19: For Task 1, should this be performed by an administrative or a technical one? Answer 19: Administration and technical labor are anticipated for meeting this requirement. Question 20: For Task 3, please expand on the missing data and research required. Answer 20: Examples of missing data can be observed at the website URL. Other potential sources for the data will be provided to the contractor. Question 21: Please define “public information.” Answer 21: “Public Information” means non-proprietary information freely available. No fee for information will be paid by NOAA. Question 22: Is there an access free associated with public use of the data? Answer 22: The database is freely accessible to the public at no charge. Submission shall be received by July 23, 2004 at 3:00 pm local time.
