- The Naval Air Warfare Center Weapons Division intends to enter into negotiations for one or more Cost Plus Fixed Fee contract(s), which includes options that may be exercised on multiple occasions, on an Other Than Full and Open Competition to maximum practicable number limited to Amphitech Systems Inc., a Subsidiary of Amphitech Holdings Corporation, 411 West Putnam Avenue, Greenwich, CT 06830 or parent company; WaveBand Corporation, 17152 Armstrong Avenue, Irvine, CA 92641 or parent company; and Electricore Incorporated, 50 South Meridian, Suite LL02, Indianapolis, IN 46204 for up to 10 each Radar Rangefinder Systems: CLIN 0001 - four (4) pre-production units #7-10, and Option CLIN 0002 – six (6) additional Radar Rangefinder Systems; up to 11 each Antenna Subsystems: CLIN 0003 - four (4) pre-production units #7-10, and Option CLIN 0004 – up to seven (7) additional Antenna Subsystems; up to 10 Radar Subsystems: CLIN 0005 - four (4) pre-production units #7-10, Option CLIN 0006 – up to six (6) additional Radar Subsystems; Integration Effort: CLIN 0007 - integration effort for CLINs 0003/0005, and Option CLIN 0008 - integration effort for CLINs 0004/0006; CLIN 0009 - Spare Radar Subsystem Components (list will be included in the statement of work in Section C of the Request for Proposal (RFP); CLIN 0010 - Repair of the Radar Rangefinder Systems (CLIN 0010 should consist of a Not to Exceed (NTE) estimate for repair of the Radar Rangefinder System); CLIN 0011 - Engineering Support, Test, Software and Platform Integration (see the statement of work in Section C of the RFP for estimates of man hours and trips); Option CLIN 0012 - Retrofit Radar Rangefinder Engineering Development Model (EDM) units #1-6. CLIN 0012 should consist of a NTE estimate for the retrofit of the EDM units #1-6. As a result of the previous contracts, the three companies stated above have been involved in the development of the Radar Rangefinder System and are uniquely qualified for this effort. Electricore, Incorporated, with Amphitech as a subcontractor, provided the miniaturized radar and system integration and has the technical knowledge of the system design, operation, and maintenance to meet the Navy’s minimum requirements for the radar subsystem in order to meet the Fleet’s schedule. WaveBand Corporation provided the unique antenna, which allowed the construction of a very thin walled millimeter wave antenna that allows the remaining radar components to be packaged within the requisite structure. Delivery of CLIN 0001 and Option CLIN 0002 is 26 weeks After Date of Contract (ADC) and follows at one unit per week thereafter; delivery of CLIN 0003 and Option CLIN 0004 is 16 weeks after ADC and follows at one unit per week thereafter; delivery of CLIN 0005 and Option CLIN 0006 is 23 weeks ADC and follows at one unit per week thereafter; delivery of CLIN 0007 and 0008 is 26 weeks After Receipt of Order (ADC) and follows at one unit per week thereafter; delivery of CLIN 0009 is 23 weeks ADC; the period of performance for CLIN 0010 is 24 months ADC; the period of performance for CLIN 0011 is 24 months ADC; and delivery of Option CLIN 0012 is 20 weeks ADC. The Government may make multiple awards to this solicitation based on combination of CLINs that represent best value to the Government. The Government will award either the entire system under CLINs 0001 & 0002 or by separate parts under CLINs 0003, 0004, 0005, 0006, 0007 and 0008. It is anticipated that CLIN 0010 and 0011 will be awarded to the system integrator. The solicitation will be issued on or about 20 May 2004 and will be available through the 2.0 Contracts Competency home pages at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. Any firms believing that they can provide the Radar Rangefinder Pre-Production Systems and supporting effort may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm’s ability to be responsive without compromising the quality, accuracy or reliability of the service without causing programmatic hardship or schedule delay.
