Description
The International Boundary & Water Commission, United States Section (USIBWC), requires the furnishing of labor, materials, and equipment for the drilling, blasting, processing, hauling and stockpiling of approximately 84,766 tons of rock riprap from the USIBWC?s Amistad Quarry. The Amistad Quarry is located approximately one mile from the Amistad International Dam in Valverde County, TX. Amistad Dam is located approximately 13 miles northwest of Del Rio, TX. The riprap stockpile area is located approximately 2.6 miles from the Amistad Quarry. The estimated range of construction is between $1,000,000 and $5,000,000. Tentative dates for issuing and opening IFB IBM04B0002 are July 29, 2004 and August 30, 2004, respectively. The solicitation is for a fixed price with economic price adjustments for labor and materials (fuel) requirements construction contract with a single award, a base year and three option years. Estimated quantities/delivery schedules are: 54,945 tons process mixed material for rock riprap and 2,570 tons blast and process material for rock riprap with all processed quantities to be delivered within 240 calendar days from task order notice to proceed for base period; 6,582 tons of blast and processed rock riprap to be delivered within 60 calendar days from task order notice to proceed during option year I; 9,160 tons of blast and processed rock riprap to be delivered within 70 calendar days during option year II; and 11,239 tons of blast and processed rock riprap to be delivered within 80 calendar days during option year III. Separate line items for mobilization/preparatory work and site restoration/cleanup/demobilization are priced for each year (base period and option periods). The economic price adjustment is based on labor and material costs and will be adjusted, as required, annually, with the exercise of each option year for labor and materials (fuel). Award will be based on the lowest overall price to the Government. The solicitation documents, including plans and specifications, will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the bid packages are available at no charge. Requests for bid documents must be sent to the preceding address, ATTN: Irma Gurrola. Offerors are strongly encouraged to attend the pre-bid conference and site visit at the time designated in the IFB. The North American Industry Classification System (NAICS) code is 212312 for Crushed and Broken Limestone Mining and Quarrying. The small business size standard is 500 employees. The Federal Product Service Code (FPSC) is Z299 for maintenance, repair/alteration/all other. All responsible sources may submit an offer, which will be considered. See Note(s) 26.
