- Description
- The purpose of this modification is to notify potential offerors of a change to the presolicitation notice originally posted to FedBizOps on June 3, 2004, for Emergency and Rapid Response Services (ERRS) (fast, responsive, environmental cleanup services for hazardous substances/wastes/contaminants/ materials and petroleum products/oil) in EPA Region II in the states of New York and New Jersey. The June 3rd notice advised that the procurement would be a partial set-aside for small business and that the resulting awards would be time-and-materials contracts. On July 1, 2004, EPA issued a corrected sources sought notice (under PR-Hq-04-12007) for this requirement. The purpose of that notice is to ascertain whether the solicitation can proceed as a total set-aside for small businesses. If there are not enough qualified small business sources to compete for both contracts, EPA will amend the RFP to initiate an unrestricted competition for the second contract. The deadline for submitting proposals for an unrestricted competition would be 30 days after the RFP is amended. The small business selected for the set-aside award would not be eligible to receive the unrestricted award. The RFP will be available on the EPA website http://www.epa.gov/oam/srpod/index.htm after this notice is posted. The resultant contract will be fixed rate indefinite delivery/indefinite quantity, with an estimated value between $200,000,000 and $250,000,000 over a 60-month period of performance. The labor hour utilization is not expected to exceed 186,700 regular hours and 41,200 overtime hours over the 60-month period of performance. The NAICS code for this procurement is 562910.
