Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) No. is N00244-00-T- 0764. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Acquisition Change Notice 2004-00625. The Standard Industrial Classification Code is 234920; the small business size standard is $27.5 million. The Fleet and Industrial Supply Center, Seal Beach Detachment (FISC San Diego) is announcing a requirement for the following. The agency requirement is for the following: Furnish and Install One free-standing 80 foot ( ft) communication tower and demolition of existing 60-foot communication tower at Dare County Bombing Range, North Carolina. The Statements of Work are as follows: Statement of Work No. 1: 80 Foot Communication Tower: Build a free standing 80 foot (ft) communication tower at Dare county Bombing Range North Carolina. Dare county Bombing Range requires a new 80 ft tall communications tower, to be located at latitude/longitude coordinates: N35? 51.835?, W075?51.047? near Navy Dare?s 50 foot manned observation tower, at their main site. The contractor shall fulfill all engineering design (Soil Sample report available upon request) requirements to construct and install an 80 ft communication tower including aviation-warning lights. The Contractor shall design the foundation and shall have a Professional Geotechnical Engineer examine and approve the design as meeting the condit ions of the soil. The contractor shall construct the tower with respect to the soil conditions discussed in the soil analysis report obtained from Navy Dare County bombing Range. A copy of the soil analysis report will be made available upon request. The Soil will be disposed of on site. The site where work will occur is clear of UXO. The existing foundation of the old tower will be left and abandoned. An analysis of the soil has been conducted to determine the nature of the petroleum orders noted on the boring log. A copy will be made available to the bidding contractors. Contact a local Professional Engineer to determine the appropriate local wind and ice loads. The tower shall meet all FAA aircraft warning requirements for obstruction marking paint or galvanized finish and beacon lighting. The tower shall be 3 legged self-supporting. The tower shall have lightning suppress ion (rods) and grounding for the lighting rods. The contractor shall ground the tower the best manner for the existing soil conditions. The tower shall have a 3/8 wire rope safety climb system. No fence is required or desired. The new tower shall be approximately 20 feet from the communication room in the observation tower. A Cable bridge shall be required between the communication room in the observation tower and the new communication tower. The Contractor is responsible and liable for the safe conduct and health of their employees. The contractor shall meet or exceed all local state, and Federal health and safety requirements as well as any required by their insurance provider. The Site has grid power with a generator back up. For the purpose of the design assume all of the equipment shall be installed at or near the top. The tower shall support the following loading at a height of 80 feet: Telenetics Microwave Link (P/N 5020, or equivalent, with a 1-1/2-foot dish, (Qty: 1; Microwave Antennas (3 to 6 ft) for range and base communications (Qty: 2); UHF and/or VHF whip antennas for range and base communications use (Qty: 1) ; Safety Surveillance Enclosure ? Standard Pelco enclosure with camera & lens (Qty: 1); Waveguide for T-1 links and coax and power cables, the full height of the tower. The current loading requirement detailed in this document include assumed future growth. Currently there is one 2-foot microwave dish on the tower, and one unidirectional antenna. Both need to be removed from the old tower and moved to the new including the cabling. The contractor is not responsible for alignment. Documentation: Drawings - The contractor shall provide two (2) copies of the drawings including a summary of design decisions. One set shall be submitted to the Naval Surface Warfare Center Corona Division (NSWC COR SE41, Matthew Bakker, PO Box 5000, Corona, Ca. 92878-5000) and the other to Dare county Bombing Range (Range Operations) within 30 days of installation completion. Statement of Work No. 2 For Demolition of 60 Foot Tower: Demolish a 60 foot (ft) communication tower at Dare county Bombing Range North Carolina. requires a new 80 ft tall communications tower, to be located at latitude/longitude coordinates: N35? 51.835?, W075?51.047? near Navy Dare?s 50 foot manned observation tower, at their main site. This new tower will replace a 60 foot communication tower that is in close proximity with where the new tower will be located. The contractor shall use safe industry standard methods to disconnect the tower and any supports from the foundation and lay it down where the local Dare County Bombing range pers onnel can dispose of it. Documentation: None. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Destination; The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items applies as well as the following DFARS clauses 252.225-7001, Buy American Act and Balance of Payment Program 252.225-7012, Preference for Certain Domestic Commodities; 252.225-7036, Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program; 252.232-7003 Electronic Submission of Payment Requests. Offerors are required to complete and include a copy of the following provision with their quotation: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items?Alt I. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.).
