Description

Description of work as follows: The contractor shall furnish all plant, labor, equipment, materials, and supervision necessary to complete the coating of hanger floors in buildings 601, 603, and 605on Grand Forks AFB, ND in strict accordance with the Technical Provisions and Drawings. Work to be performed includes, but not limited to: preparation of floor and installation of new non-skid floor coating. Existing hanger floor, approximately 40,000 sqft, must be coated with a non-slip, light reflective coating. This coating must be able to withstand an aircraft weight of approximately 200,000 lbs that has a point load of 90 psi, and associated mechanincal and washing fluids. In addition to the other safety codes and manuals referenced in the contract documents, all work must be performed in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations and industry accepted safe practices. Award will be made using Past Performance Trade-Off (PPTO) procedures, resulting in the best value to the government. Both price and past performance will be evaluating factors when making the award. Magnitude of this project is between $250,000 and $500,000. The performance period for this contract is to be determined. The North American Industry Classification Code (NAICS) for this project is 238990. The size standard is $17 Million. The government is considering whether or not to set aside this acquisition for HUBZone concerns only or Service-Disabled Veteran-Owned Small Business concern. (SDVOSB). If you are a either a HUBZone firm or a SDVOSB firm interested in this project and reasonably expect to submit a proposal, please respond by e-mail to jonathan.dittmer@grandforks.af.mil. Your response must include a positive statement of your remaining bonding capacity, list of similar jobs involving non-skid floor coating completed within the last three years including references and all contracts now in progress. Your response must be complete and include this information; otherwise the government will assume a reasonable offer by your firm will not be expected. Your response is requested by 29 Jul 04. If you do not reply by this date, we will assume you are not interested in this project. Depending on responses from HUBZone and SDVOSB concerns, this acquisition will either be a HUBZone set-aside, SDVOSB set-aside or an unrestricted acquisition. Once issued, offerors must review the solicitation to determine offer eligibility. All responsible sources may submit a proposal, which shall be considered by the agency. All prospective offerors are required to be registered in the Central Contracting Registration (CCR) database or their proposal will not be considered for award. More information regarding the CCR database can be found at http://www.ccr.gov. No paper copies of the solicitation will be issued. The solicitation will be available for viewing and downloading on the Government Electronic Posting System (EPS) at www.eps.gov. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THE UPCOMING SOLICITATION UNTIL FUNDS ARE AVAILABLE.
