Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Applied Studies (OAS), is soliciting proposals on a full and open competitive basis to provide statistical, logistical, administrative and analytic support to increase both the analysis and dissemination of findings from major OAS activities (e.g., National Survey on Drug Use and Health (NSDUH), the Drug Abuse Services Information System (DASIS) and the Drug Abuse Warning Network (DAWN)), as well as to ensure that information and related data files are used as widely as possible. This project will serve to increase the utilization of SAMHSA databases, both internally by SAMHSA staff and externally by university-based and other researchers and policy makers; thereby increasing the knowledge and understanding of alcohol, drug abuse and mental health disorders, and the nature and impact of these disorders throughout the country. Specific types of support required include: statistical programming for analytic support; statistical consultation; data file creation and documentation; creation of a data library; and writing, editorial, graphic, audio-visual and logistics support. The North American Industry Classification for System (NAICS) Code for this acquisition is 541511. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods. The estimated issuance date of the Request for Proposals (RFP) is July 28, 2004, with proposals due on approximately August 27, 2004. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from the SAMHSA Web Site at http://www.samhsa.gov/contracts/contracts.html. Files will not be made available on the Web Site until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above and request that a copy of the amendments to the RFP (if any) be sent to you by mail, or check the Web regularly for the amendments, which will also be posted at the SAMHSA Web Site and can be downloaded electronically. You may choose either of the two methods for obtaining the RFP and amendments. Note, however, that if you rely on the Web for obtaining the RFP and amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these documents. All RFP requests must cite the RFP Number. Requests for copies of the RFP must be made in writing. Fax requests will be accepted at (301) 443-0019, but please confirm by phone that your fax request has been received. Requests will be filled on a first-come, first-served basis until the supply is exhausted. Telephone requests will not be honored. Pickups will not be permitted. Reference RFP No. 283-04-0092.
