- Description
- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Statistical Research and Applications Branch (SRAB) intends on contracting on a sole source basis with Istituto Superiore di Sanit?Lab. Epidemiologia e Biostatistica, Reparto Indicatori Sorveglianza Sanitaria, Viale Regina Elena 299, 00161 Roma, Italy for: Combined Incidence and Prevalence Estimates in US at State Level for All Cancer Sites. The services and supplies herein are being procured using the simplified acquisition procedures as stated in FAR Part 13. The North American Industrial Classification System code is 541990 and the business size standard is $6M. The statistical method denoted MIAMOD (Mortality Incidence Analysis MODel) has been developed by researchers from the Instituto Superiore di Sanit? in Rome, Italy. The MIAMOD method involves modeling incidence as an age, period and cohort (APC) model over a relatively long observation period and back-calculating it from cancer mortality and survival. Then prevalence is forward calculated using incidence and survival. MIAMOD allows one to extrapolate incidence and prevalence to areas where only mortality and survival are available. PIAMOD (Prevalence Incidence Analysis MODel) is an alternative method to estimate prevalence which uses cancer incidence and cancer survival data. In PIAMOD observed incidence is directly modeled as an APC model. Prevalence is obtained in a similar way as in the MIAMOD method from the estimated and projected incidence. A pilot study "Projection of breast cancer incidence and prevalence in US at state level" currently under contract investigates the performance of the PIAMOD/MIAMOD methodology in estimating breast cancer prevalence at state level. The Statistical Research and Applications Branch in the DCCPS at NCI, is interested in obtaining estimates of cancer prevalence at the state level for all cancer sites combined. The Istituto Superiore di Sanit? under the direction of Dr. Roberta De Angelis will be responsible for managing and conducting the research. Dr. De Angelis and her team of researchers are leading experts in the development of the methods and application for estimating chronic diseases incidence and prevalence. They developed the software (MIAMOD/PIAMOD) necessary to calculate the required incidence and prevalence data. The software has also been extensively applied to cancer data from Italy, Europe, and the U.S. The Istituto Superiore di Sanit? is the only source known to NCI with its unique capabilities to successfully complete this project. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement and the noted features, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if he party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM, EST on July 28, 2004.
