Description
This solicitation is for the dry lease of up to two (2) twin engine aircraft. The aircraft shall be made available for the 2004 through the 2005 fire seasons. These aircraft will be utilized by the Forest Service (FS) Regional Aviation Group for support of fire and aviation management activities. Types of work will include functioning as an *Aerial Supervision/Leadplane platform, transporting passenger and cargo (administrative use), resource management, pilot training and proficiency, and transportation in support of accomplishing the purposes of the Regional Aviation Group. *Aerial Supervision/Leadplane includes flights near forest fires and smoke, in mountainous terrain, with some operations at lower altitudes directing the activities of other airborne resources. Provided aircraft will be operated by mission/agency qualified government pilots with scheduled, unscheduled maintenance, and insurances (hull and liability) to be furnished by the Contractor. One aircraft will be located in Redmond, Oregon (RDM) and one aircraft will be located in Wenatchee, Washington. Thereafter, it may be assigned to various geographic areas in the Lower-48 and Alaska. The FS has cooperative fire agreements with other government agencies, Canada and Mexico for the sharing of aviation resources. The aircraft will be available seven days a week under exclusive use to the Government. The expectation and desired result of the contract(s) is for the contractor(s) to provide aircraft that, at all times, are (1) neat and clean in appearance, (2) fully operable and maintained to FAR 135 inspection standards or equivalent and manufacturer's recommendations, (3) equipped with calibrated and marked instruments and radios, (4) in good condition both visually and operationally, and (5) timely and properly maintained in compliance with 14 CFR Parts 43 and 91, mandatory manufacturer's service bulletins and FAA AD's. The aircraft may be used for other FS cooperator wildland fire needs (i.e., Federal, State, and local Agencies) within the United States. The solicitation is expected to issue July 14, 2004.
