Description
This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement. The Government will be the sole determiner regarding an offeror’s ability to meet all requirements. The government will consider all EOIs received prior to 10 days after date of publication of this synopsis before 1200 PST on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The scope of this contract is to procure Engineering Services from Paladin Software, Inc., 17110 Petrolia Court, Ramona, CA 92065. Paladin Software, Inc. generated the current System. To upgrade the current data acquisition and processing software for the Site Characterization and Analysis Penetrometer System (SCAPS) high-resolution piezocone. The software shall be incorporated into the WinOCPT platform to create a seamless interface between the probe, specific data processing options, and a digital output format compatible with current WinOCPT capabilities. In turn, the revised WinOCPT data output shall incorporate piezocone-derived data elements that can be displayed and modeled using Groundwater Modeling Software (GMS). Ideally, data acquisition and processing functions will be controlled using WinOCPT, with an output format allowing for modeling of three-dimensional distribution of potentiometric head values and hydraulic conductivity using functions within GMS. This will require total re-coding of the combined ARA-Vertek, PDA, and “handshake” programs into a single, seamless module controlled within WinOCPT. ************************ Note 22 NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (14-JAN-2004).
