Description
The U S Postal Service, Eastern Facilities Service Office, Greensboro, NC will issue Solicitation #362575-04-A-0287 on or about July 14, 2004 for the following project: INDEFINITE QUANTITY CONSTRUCTION CONTRACT FOR ASBESTOS ABATEMENT, LEAD PAINT & MOLD ABATEMENT AT VARIOUS POSTAL OWNED AND LEASED FACILITIES LOCATED IN THE FOLLOWING AREAS: APPALACHIAN, BALTIMORE MD, CAPITAL METRO (SOUTHERN MD & WASH, DC), CENTRAL PENNSYLVANIA, CINCINNATI OH, COLUMBUS OH, GREATER SOUTH CAROLINA, GREENSBORO, NC, KENTUCKIANA, MID-CAROLINAS (CHARLOTTE, NC) COUNTIES, NORTHERN OH, PHILADELPHIA METROPOLITAN, PITTSBURGH PA, RICHMOND VA & SOUTH JERSEY SCOPE OF WORK ? ASBESTOS ABATEMENT Miscellaneous asbestos abatement and related work at various Postal Owned and leased facilities. It could involve the removal, encapsulation, enclosure, and/or repair of asbestos-containing insulation, fireproofing, and acoustical materials on pipes, boilers, ducts, tanks, structural members, ceilings, floors, and walls in USPS facilities. The USPS can order the Contractor to decontaminate asbestos-contaminated surfaces, decontaminate dirt floor acres, and repair, refinish, and replace materials that are damaged or removed. The contractor shall comply fully with the technical specifications, and will be closely monitored by the Engineer. All work shall be performed such that exposures of Contractor employees to asbestos fibers are minimized, building user exposure or building contamination is prevented, and asbestos waste and other contaminated materials are properly removed and promptly and legally disposed. The Engineer shall have the right to stop work at any time established removal practices are not followed or test results indicate release of fibers into the environment or building of equal to or greater than the action level. The Contractor shall not be entitled to additional compensation for delays because of shutdown caused by deviation(s) to established removal practices or testing for fiber release. It is possible that portions of the work will to be performed after work hours. Contractors must have a minimum of three (3) years experience as of the date of issue in the repair and removal of asbestos in accordance with EPA, NESHAPS, UBC, NIOSH, CFR and OSHA regulations. It is the Contractor?s sole responsibility to comply with all existing and future Federal, state, county, city and municipal laws, regulations and interpretations, and all plans and specifications for all projects. SCOPE OF WORK ? LEAD BASED PAINT ABATEMENT & MOLD ABATEMENT Lead painted surfaces that are impacted by renovation work or related construction activities may need to be abated. The abatement work identified in the indefinite quantity contract for a group of various buildings selected by the Postal Service may involve the removal of lead-based paint or removal and replacement of painted components, or may involve the encapsulation or enclosure of LBP covered surfaces. Conditions may warrant abatement of lead-based paint found on walls, doors, windows, window and door trim, baseboards and molding, structural columns and beams, along with other miscellaneous building components. Both interior and exterior components may be part of the abatement. In some instances, work may occur in Postal Worker occupied areas. NOTE: THIS CONTRACT DOES NOT INCLUDE ENGINEERING SERVICES. The contract is a unit price type arrangement for a two (2) year base period, with three (3), one (1) year renewal options. The total quantity of work ordered under the contract will not be less than $10,000 nor more the $5,000,000. Work orders will be issued against the contract for various amounts and types of work at predetermined unit prices. The proposal amount will be a multiplier of these unit prices. The multiplier must include the offeror?s overhead, profit, and all other costs of doing business. The initial contract amount is $250,000, which, at the discretion of the Postal Service, may be increased in increments of no less than $250,000. Performance and Payment Bonds in the amount of $250,000 will be required within five (5) days from Notice To Intent to Award. Consent of Surety will be required for incremental increases to the contract. Offerors may be considered for contract award in more than one area, but must meet the following minimum requirements: (1) have five years experience as a Asbestos Abatement contractor; (2) have an established office or branch located in the service area in which they wish to be considered, one that has been conducting business for at least three years; and (3) be fully licensed for this type of work, as required by state law, in the service area in which they wish to be considered. Evaluation factors include, but not limited to past performance, experience and resources. Price will be considered equal to the evaluation factors. Participation by minority-owned and woman-owned firms is encouraged.
