- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The National Geospatial-Intelligence Agency (NGA) has a requirement for Annual Federal Maintenance of the Techni Graphics System (TGS) Pinpointer database, one (1) base year and two (2) option years based on continued quality deliveries and funding availability. Techni Graphics Systems Pinpointer database was purchased last year, in support of National Geospatial-Intelligence Agency?s (NGA) Analysis and Production initiative. This is a sole source follow-on contract for maintenance of the Pinpointer Database. Authority for this sole source contract is 10 USC 2304 (d) (1) (B) and FAR 6.302-1. Although this contract is sole source, firms that recognize they can perform the required services described below are encouraged to identify themselves and give written notification to the Contracting Officers, and provide supporting evidence to the Contracting Officer within seven (5) calendar days after date of publication of this synopsis. The final determination by the Government not to open this requirement to competition based on any information provided, is solely within the discretion of the Government. All responsible sources will be given full consideration. Only written responses will be considered. See Note(s) 22. In order to maintain this database, a commercial federal license from TGS Pinpointer databases is required. This license is available from TGS located in Wooster, OH. TGS is the only known vendor that has this trademarked software. This license will help support the nation?s critical Geospatial intelligence requirement for the Analysis and Production Directorate. This is a follow-on contract and the business location and attributes of the commercial federal license are key to the maintenance of the Pinpointer database. No partial awards will be allowed. The solicitation number is HM1573-04-R-0023 and is issued as a Notice of Intent. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The applicable NAICS code is 514191 and size standard is $21M. The provision at 52,212-1, Instructions to Offerors-Commercial, applies to this acquisition. The contractor shall include in the proposal background information on the company and resumes. The provision a 52.212-2, Evaluation- Commercial Items, applies to this acquisition. Offerors will be evaluated based on technical factors, price and past performance. Technical factors include conformance to the SOW, technical ability and personnel experience. Offerors are to include a completed copy of the provision at 52.212-3, Offeror, Representations and Certifications ? Commercial Items, Offeror, Representations and Certifications ? Commercial Items, 252.212-7000 Offeror Representations and Certifications?Commercial Items, and 252.209.7001 Disclosure of Ownership or Control by the Government of a Terrorist Country with its offeror. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues Or Executive Orders ? Commercial Items, including 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52-222-35, 52.222-36, and 52.222-37, and 52.232-33 applies to acquisition. The clause at 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.225-7012. The following additional terms and conditions apply to this solicitation 252.204-7000 Disclosure of Information, 252.204-7004 Required Central Contractor Registration and 252-232-7003 Electronic Submission of Payment Requests.
