Description
The NASA/SSC Acquisition Management Office intends to issue a sole source, firm fixed price contract to South Dakota State University (SDSU) for support in the radiometric, spatial, and geopositional characterization of commercial remote sensing imagery. The effort will include all labor and travel necessary for SDSU to perform the following tasks to support the characterization of the QuickBird and OrbView-3 systems and the characterization of commercial airborne lidar systems: 1. Assist in defining the appropriate functional data collects required to perform QuickBird and OrbView-3 radiometric, geometric and spatial response assessment. This includes identifying tasking requirements (locations, collection dates) for these characterizations. The data collection scheduling should be planned to support multiple assessments simultaneously, if possible. Up to three QuickBird and up to 3 OrbView-3 images will be acquired to support this activity. 2. Support ground truthing for functional data acquisition collects to characterize QuickBird and OrbView-3 imagery. Field appropriate targets, and collect appropriate field data for measuring the spatial response and radiometric accuracy of the imagery. Provide data collected in association with radiometric characterization to Stennis Space Center. 3. Analyze QuickBird and OrbView-3 imagery from the functional acquisitions. Analyze the spatial response and determine, if possible, the MTF associated with each image collected. Perform a spatial analysis using point source targets. Determine the geometric accuracy associated with the acquired imagery, following the methods used by NASA SSC to report bias and random errors. Note: In the event that no cloud-free imagery of the study site can be acquired during the acquisition season, point targets may be sent to SSC for deployment during an SSC image acquisition event. The SSC imagery would then be provided to the vendor for analysis. In addition, the vendor may travel to SSC to participate in field activities. Results of analyses may not be shared with anyone without prior permission/consultation with NASA Stennis Space Center as part of the Joint Agency Commercial Imagery Evaluation (JACIE) collaboration effort. 4. Provide expertise and consultation in the area of airborne lidar systems, calibration, and use in measuring vegetation structure and biomass. 5. Document the activities, progress, and results of this effort. Provide a written report which will include a Summary of radiometric characterization data collection methods and procedures, Spatial response assessment methods and results, Geopositional accuracy assessment methods and results, Summary of CE95 with bias equation derivation, and Summary of consultation activities related to lidar and vegetation studies. 6. Present results of this work at the JACIE annual High Spatial Resolution Commercial Imagery Workshop. The associated viewgraphs and/or posters will be compiled in the proceedings. 7. Coordinate technical issues associated with functional acquisitions and data analysis with NASA Stennis technical support contractor personnel. SDSU is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. (central time) on 19 July 2004. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541360 and $4 Mil respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. Solicitation No. NNS04068575R will be issued to SDSU on or about 19 July 2004 with their response due NLT 3:00 p.m. 26 July 2004. An Ombudsman has been appointed. See NASA Specific Note "B".
