- The U.S.Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP) is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if small and small disadvantaged businesses possess the necessary technical capabilities to support OPP's Environmental Fate and Effects Division (EFED). THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A DRAFT STATEMENT OF WORK (SOW) IS AVAILABLE. RESPONSES SHALL NOT EXCEED 40 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. OPP develops data requirements and guidelines for the conduct of studies by registrants that are used, along with other data and information, to assess the potential impact of the use of the pesticide on human health and the environment. Before EPA can use studies and data in assessing risk, these data must be evaluated to determine their adequacy and validity and to ensure that appropriate quality assurance procedures were carried out. Once data have been evaluated and determined to be acceptable and valid, these data are used to assess risk to human health and ecological resources. The OPP requires support primarily in the area of review and evaluation of available data pertaining to the assessment of the ecological risk of pesticides in the environment (including the evaluation of environmental monitoring data). The OPP is responsible for the regulation of pesticides through the registration, registration review and reregistration of pesticides and screening for ecological risk from use of pesticides on individual crops and crop groupings. This procurement will also provide occasional support to EPA in the researching of pesticide ecological risk and related science policy issues and the development of science policy options for evaluation and consideration by EPA. Requirements will be to (1) evaluate individual studies of environmental processes and identify any variance from published guidelines/standard evaluation practices/data review guidelines, etc., (2) evaluate environmental monitoring data and characterize the nature and extent of measured contamination, (3) perform an environmental risk screen with a certain level of detail, (4) extract data from the individual studies and enter in an OPP-provided database and (5) evaluate data from the open literature when specifically requested by EPA, (6) Enhanced Review. The data requirements to support registration or reregistration are delineated in 40 CFR Part 158, Guidelines for Registering Pesticides in the United States 1982, Subpart N and other applicable documents which will require the ability to obtain appropriate security clearances. Appropriate Conflict of Interest (COI), Confidential Business Information (CBI) and FIFRA clauses will apply to these requirements. For the purpose of focusing on the responses to this notice, most of the work under this requirement is anticipated in Task 1, "Evaluation of Data (DERs)", Task 2, "Hazard Profile or Ecological Effects Summary", Task 3, "Review of Incident Information", Task 4, "Entry of Data/Information into OPP-Provided Databases", Task 5, "Special Assignments", and Task 6, "Enhanced Review". Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (40 pages) which demonstrates their ability to fulfill the requirement. Responses are necessary to demonstrate capabilities/expertise in all aspects of the SOW.
