"This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Subpart 13.5 procedures will be used. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Divis ion (NSWCDD) intends to purchase the following Aeroflex Brand Name or Equal COTS items: (1) Model 701Ti-110, IFF Transponder/Interrogator Test Set, and (2) Model SIM-701-01-110, Monopulse Antenna Simulator Base Unit. The specifications are as follows: IFF Transponder or Interrogator Test Set An IFF Transponder or Interrogator Test Set is an organizational level or 1st Line, portable battery operated test set for testing IFF transponders and interrogators installed in airborne, naval or land based platforms. This transponder must allow the operator to verify and certify the operation of MK10A, MK12, MK12 or Mode S IFF transponders with minimal intervention and allow testing to be conducted over the air or by direct connection. Items shall be delivered FOB Destination to NSWCDD. This acquisition will be a Firm Fixed-Price contract. All items shall be delivered, inspected, and accepted FOB destination to NSWCDD. The solicitation number is N00178-04-Q-3043; it is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18, dated 18 June 2004, and DFARS Change Notice 20040625 dated 25 June 2004. The North American Industry Classification System (NAICS) Code is 334513 with a size standard of 500 employees. The offeror shall provide a copy of the standard commercial warranty or better that is applicable to the items contained in this solicitation. FAR 52.212-1, ?Instructions to Offerors - Commercial Items,? applies to this solicitation and is hereby incorporated by reference. The Government will award a contract resulting from this notice to the responsible contractor whose offer conforms to this notice, meets/exceeds all the specifications for each item, can meet/exceed the required delivery schedule, has a satisfactory performance history, and is registered in the Central Contractor Registration (CCR).
