- POC FOR SPECIFIC TECHNICAL QUESTIONS RELATED TO THIS PROJECT IS MS. KAREN WILLIAMS, AT FAX (251) 690-2327. PRIME CONTRACTORS PROPOSING UNDER THIS SOLICITATION MUST BE US FIRMS, ECUADORIAN FIRMS OR JOINT VENTURES BETWEEN US FIRMS AND ECUADORIAN FIRMS . THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOLICITATION. In general, work will consist of constructing a pier facility to support the Ecuadorian Navy at San Lorenzo. The structure will consist of concrete pilings with treated wood framing a nd decking. Work includes boat refueling, boat hoist and area lighting. Estimated cost range of the project is from $1,000,000 to $5,000,000. Solicitation documents should be available on or around 27 July 2004. Mr. Gene Curtis is Contracting Officer f or this project. Note No. 1: Any prospective bidder interested in bidding on this solicitation must register for plans and specifications in order to download a copy of the solicitation and be placed on the plan holder's list. This will be the only scheduled site visit. Offerors should refer to Section 01000 Additional Special Contract Requirement entitled SITE INVESTIGATION, in the soli citation for details. The purpose of the site visit is to familiarize the bidders with the scope of work, address bidders' questions concerning the project, familiarize the bidders with the existing site conditions, and familiarize the bidders with the BE ST VALUE process. Attendance at the site visit is not mandatory but is strongly recommended. Questions and answers from the site visit will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/. Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding o r representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
