- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91CRB-04-T-0177. Requirement is for Datron Radios for the Gover nment of Afghanistan. This is a Foreign Military Sales Requirement, FMS Case S9-B-AAD; purchase request BS90434177Y002. CLIN 0001, 1600 EA, NON-STANDARD TACTICAL/NON-TACTICAL RADIOS-GROUND PRC-1070GRN, VHF 30-88MHz, Handheld Squad Radio, Green, Includes H4595 battery pack, AT892BB-ADPT 3ft. Collapsible Broadband Antenna, MHS Handset Military Connector, ST 1070GRN, Carr. CLIN 0002, 215 EA, NON-STANDARD TACTICAL/NON-TACTICAL RADIOS-GROUND PRC-1077, VHF Manpack 30-88MHz Transceiver. MHS Handset Military Co nnector, AM-1077, VHF Amplifier 50 W, 4242-MK1 VHF Mobile Broadband Antenna, MT-1077-12 PRC 1077 mobile Mount, 12 Vd. CLIN 0003, 13 EA, NON-STANDARD TACTICAL/NON-TACTICAL RADIOS-GROUND, VHF 30-88MHz, Base Station Configuration to include the following: PR C-1077, MHS, AM-1077, OE-254/GRC, MT-1077-12, AM1077Conv, UPF7000-12-220 and the following cables C991575, C99158. CLIN 0004, 149 EA, NON-STANDARD COMM/ELEC EQUIPMENT NNSN PRC-BC4, Multiple Battery Charger, 115/230 VAC, 24 Vdc for the PRC1077, Manpack Tra nsceiver. Delivery terms are F.O.B. Destination. Offerors shall propose firm, fixed-prices that include shipping. If material will ship from outside the United States, offerors shall include shipping to the following address: A&A Depot, OMC-A, Logistics and Resources, Jalalabad Road, Kabul, Afghanistan. If material will ship from within the United States, offerors shall include shipping to the following address: DDSP Unit Material Fielding Point, Building 89, New Cumberland, PA 17070. Exact delivery in structions will be provided with the contract. Offerors must provide a delivery schedule with their proposal. Desired delivery is 90 days, however, offerors are encouraged to provide alternate delivery schedules if the 90 day delivery cannot be met. Par tial shipments are acceptable, however, shipments shall be as consolidated as possible to avoid items being lost in transit. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 applies to this acquisition. Offers will be evaluated based on price and delivery schedule. While delivery is more important than price, award will be made to the offeror that provides the best delivery schedule for the best price. A completed copy of the provisi on at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
