Description
The U.S. Army RDECOM Acquisition Center's Natick Contracting Division intends to conduct negotiations with Hills Incorporated, a small business from West Melbourne, FL on a basis of other than full and open competition in anticipation of a contract a ward as described herein. Hills Incorporated will securely house a government owned fiber-spinning machine at their facility in Florida and provide technical expertise, assistance and expendable parts to government personnel during production runs on the machine. In addition, Hills will provide miscellaneous parts and accessories for government owned fiber-spinning machines on an as needed basis. The government intends to award a one (1) year contract with four (4) option years for these services and sup plies. This acquisition is being done on a basis of other than full and open competition under the authority shown in FAR Subpart 6.302-1 -- only one responsible source and no other supplies or services will satisfy agency requirements. Hills is the manu facturer of the government owned fiber-spinning machines and they possess proprietary technology rights to the bicomponent fiber extrusion process and parts associated with this machinery. They have personnel with extensive expertise in the development an d use of synthetic fiber technologies and are considered to be the most qualified to assist the government with their production runs and the only company that will be able to supply the government with the required spare parts/accessories for their machin es. The North American Industry Classification Systems code for this procurement is 333298. The small business size standard is 500 employees. Businesses will not be reimbursed for any costs associated with information submitted in response to this anno uncement. Inquiries in reference to this notice shall be made no later than 1530 hours EST on Friday, 23 July 2004 to the point of contact shown in this notice.
