- Services, non-personal to provide all plant, labor, transportation, materials, equipment and appliances necessary to construct project entitled Replace Fire Station at McGhee Tyson Air National Guard Base, Tennessee. Contractor shall provide all labo r, materials, equipment, incidentals, and perform all work as required to construct a 21,545 square foot two-story Base Fire Station Facility including all related site work and support utility infrastructure. The facility will consist of a vehicle apparat us bay for all Base emergency response/crash and rescue vehicles, with supporting equipment maintenance areas. An adjoining section of the facility will accommodate the alarm room, administrative/office areas, classroom, rest rooms, showers, mechanical and electrical rooms, dayroom area, kitchen, bedrooms, and a physical conditioning area. Site work will consist of pavement demolition, excavation of soils, controlled fill operations, controlled stockpile of excavated soils, a stackable retaining wall system , concrete and asphalt paving, installation of chain link security fencing, removal/re-location and installation of new underground utilities, and construction of storm water retention basins. Architectural exterior facade will consist of brick veneer over metal studs, and, concrete masonry unit (CMU) construction. Exterior CMU facade will have elastomeric coating finish. Exterior window/door frames and glazing will be required to meet antiterrorism/force protection criteria. Roofing will be sloped standing seam metal roofing throughout. The apparatus bay will have oversize automatic roll-up doors. Interior walls will be gypsum board over metal studs, and, CMU. Interior architectural finishes include painted surfaces, vinyl wall covering, ceramic tile, vinyl composition tile, fluid applied flooring, carpet, and suspended acoustical and gypsum board ceilings. Structural system will consist of a pre-engineered metal frame on spread footings for the apparatus bay, with load bearing metal stud and CMU walls on sp read footings for the remainder of the facility. First level floor is slab on grade. The second level floor is a composite slab over structural steel beams. The roofing over the two-story section is supported with light gauge metal trusses. Mechanical syst em will consist of radiant heating, area ventilation, self contained vehicle exhaust filtering system in the apparatus bay, HVAC with direct digital control system throughout the remainder of the facility, hydronic piping, above ground Aqueous Film Forming Foam (AFFF) storage tanks, and re-location of existing breathing air compressor system. For fire protection, a wet pipe sprinkler system will be provided overhead in all areas. Electrical system will consist of interior fluorescent and incandescent lighti ng, exterior HPS area lighting, standard convenience power, a back-up engine generator with automatic transfer switch for building emergency power, a building transformer, copper and fiber optic cable for telephone, computer, and alarm network, and smoke/h eat detection system. Additive 1 Provide a new Self Contained Breathing Apparatus air compressor system. Additive 2; Provide asphalt paving, curbing, and striping for privately owned vehicle parking area, provide exterior/interior signage, concrete sidew alks and stairs, parking lot lighting, and a central vacuum system for house keeping purposes. Additive 3; Provide interior marker boards, message boards, and window blinds. All work must be completed without interruption of the operation of the Base. Cont ractor will be required to obtain security credentials from the 134th Security Forces Squadron on Base for workers. Contractor will be required to escort workers who do not obtain credentials. Contractor will be required to provide escort for material deli veries from the main gate to the project site for the duration of the contract. The estimated cost range of this project is between $1,000,000 and $5,000,000. T he total construction performance period is 730 days after receipt of Notice to Proceed. The solicitation issue date is on/about 27 July 2004. Proposal Closing date is on/about 27 August 2004. A firm-fixed price contract will be awarded. Award will be UNR ESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be sub mitted with offer. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. All contractors and subcontractors interested in this project must register at the site.
