- Description
- This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small businesses, service-disabled veteran owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses) that can manage, administer and staff the Human Trafficking Information and Referral Hotline (the ?Hotline?). The Hotline serves five functions: (1) to describe to a potential victim of trafficking or to persons calling on behalf of a potential victim of trafficking what constitutes trafficking, as defined by the Trafficking Victims Protection Act of 2000 (TVPA), and how to recognize that an individual has been subjected to an act of trafficking; (2) to describe to potential victims of trafficking and to persons calling on behalf of a potential victim the programs available to assist trafficking victims and to provide practical advice on how to access those benefits; (3) to contribute to the safety and rescue of trafficking victims by providing potential victims or persons calling on behalf of a potential victim a real-time referral to a local organization willing to provide emergency, case management and other services to victims of trafficking within their community; (4) to immediately refer callers who indicate a desire to report a case of trafficking to the DOJ Complaint Line; and (5) to refer other crisis calls to an appropriate authority or public or private agency. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Government to award a contract. The minimum contractor requirements are: (1) a staff of trained and experienced crisis counselors of sufficient number to answer calls to the Hotline within 15 seconds of the first ring on a 24 hours-per-day/seven days-per-week-basis; (2) capability to answer the Hotline in both Spanish and English 24 hours-per-day seven days-per-week-basis; (3) an extensive nationwide database of public and private agencies that can assist foreign-born and domestic victims of human trafficking and a system for maintaining and expanding that database; (4) the knowledge, expertise and methodology necessary to conduct crisis counseling by telephone; (5) a real-time computer-based referral system accessible by the telephone counselor so as to direct victims of trafficking to service providers in the victim?s vicinity; (6) nationwide emergency (911) database capability so that a caller who is in an emergency situation can be immediately transferred to the appropriate emergency number servicing their location; (7) the capability to conference-in a telephone-based interpretation service for calls from persons not fluent in either English or Spanish; (8) a computer-based call management system to track calls and call outcomes, and to generate weekly reports on call activities; (9) the ability to collect and forward via email information concerning trafficking situations provided by callers; (10) a supervisory system to enable real-time monitoring of calls, assistance to counselors and back-up for emergency calls; and (11) a training program to provide ongoing training to staff. The North American Industrial Classification System (NAICS) code is 624190. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to medwards@psc.gov. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). Responses are requested not later than July 26, 2004. Capability statements will not be accepted after the due date.
