- The Program Support Center has a requirement for the Office on Womens Health (OWH) to continue the project coordinating center (PCC) for the dissemination of provider education materials developed by the National Centers of Excellence in Womens Health (CoEs) and the National Community Centers of Excellence in Womens Health (CCoEs) for the National Heart Lung and Blood Institute?s (NHLBI) The Heart Truth professional education campaign. The PCC was established following the issuance of a competitive solicitation, restricted to the CoEs and CCoEs in fiscal year 2003. Award was made to the University of California, Los Angeles? (UCLA) National Center of Excellence in Womens Health, 100 UCLA Medical Plaza Drive, Suite 290, Los Angeles, CA 90095-7075. It is the Government?s intent to award a two-year follow-on contract, on a sole source to UCLA for this continuation. This requirement shall be a fixed price contract awarded using FAR Subpart 13 Simplified Acquisition procedures and has been justified as a sole source in accordance with FAR 13.106(b)(1). Specifically during this follow-on period the PCC shall reestablish the Heart Truth Professional Education Advisory Board of representatives; oversee coordination of all aspects and timely submission of the dissemination deliverables due under contracts to be awarded under solicitation 04T004040; develop the methodology, protocols and instruments for the evaluation of the dissemination phase; develop the OMB clearance package, if necessary; organize and chair monthly conference calls with the 04T004040 contractors and Advisory Board members to share progress toward completion; maintain active communication and consult with the Project Officers from OWH, NHLBI and the Advisory Board; chair a one-day meeting with the Advisory Board and at least one representative from the 04T004040 contractors; participate in an external evaluation of the 2nd CoE/CCoE joint project that will investigate long term outcome of the campaign on provider awareness and practice behavior; and ensure the integrity of The Heart Truth campaign is maintained. The PCC shall also develop one or more articles based on The Heart Truth professional education campaign for submission to appropriate professional journals and include one or more Government representatives as authors. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
