Description
National Institutes of Health, Bethesda, MD 20892 and Centers for Disease Control and Prevention, Atlanta, GA 30305 are soliciting proposals from small business concerns that possess the research and development (R&D) expertise to conduct innovative research that will contribute toward meeting the program objectives of the agencies. A SOLICITATION OF THE PUBLIC HEALTH SERVICE FOR SMALL BUSINESS INNOVATION RESEARCH CONTRACT PROPOSALS [PHS 2004-1], with a closing date of November 05, 2004 for receipt of proposals, soon will be available electronically through the National Institutes of Health's Small Business Funding Opportunities (NIH SBIR/STTR) home page at http://grants.nih.gov/grants/funding/sbir.htm . The SBIR Phase I Contract Solicitation will only be available via electronic means. Printed copies of the solicitation will not be distributed. Potential offerors are encouraged to check the NIH SBIR/STTR home page for updates on the program. Any updates or corrections to the solicitation will be posted there. The SBIR program, which was initiated in 1982, was reauthorized through fiscal year 2008 by the Small Business Innovation Research Program Reauthorization Act of 2000 (Public Law 106-554; December 21, 2000). The purposes of the Act are to: (a) expand and improve the SBIR program; (b) emphasize increased private sector commercialization of technology developed through federal R&D; (c) increase small business participation in federal R&D; and (d) foster and encourage participation of socially and economically disadvantaged small business concerns and women-owned small business concerns in the SBIR program. For purposes of the SBIR program, a small business concern is any business concern that, on the date of award, (1) is organized for profit, with a place of business located in the United States, which operates primarily within the United States or which makes a significant contribution to the United States economy through payment of taxes or use of American products, materials or labor; (2) is in the legal form of an individual proprietorship, partnership, limited liability company, corporation, joint venture, association, trust or cooperative, except that where the form is a joint venture there can be no more than 49 percent participation by foreign business entities in the joint venture; (3) is at least 51 percent owned and controlled by one or more individuals who are citizens of, or permanent resident aliens in, the United States; AND (4) has, including its affiliates, no more than 500 employees. NATIONAL CANCER INSTITUTE (NCI): Virtual Microscopy for the Early Detection of Cancer; Development of a Database and Candidate Gene, Protein, and Biochemical Pathway Nomination Software for Tobacco-Related Disease and Tobacco Addiction Investigations; Plant Genomic Models for Establishing Physiological Relevance of Bioactive Components as Cancer Protectants; Metabolomics for Early Cancer Detection; Methods for Innovative Pharmaceutical Manufacturing and Quality Assurance; Synthesis Modules for Radiopharmaceutical Production; Targetry Systems for Production of Research Radionuclides; Establishment of Benchmark Data Sets for Radiotherapy Quality Assurance; Using Social Marketing to Disseminate Evidence-based Energy Balance Intervention Approaches to Worksites; Developing Item Response Theory Software for Outcomes and Behavioral Measurement; Integrating Patient-Reported Outcomes in Clinical Oncology Practice; Portable e-Technology Tools For Real-Time Energy Balance Research; Systems to Enhance Data Collection and Medication Compliance in Clinical Trials. NATIONAL HEART, LUNG, AND BLOOD INSTITUTE (NHLBI): New Technology Development for Global Assay of Blood Coagulation; Bioreactor Production of Clinical Grade rAAV in Sf9 Cells for DMD. CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC)- NATIONAL CENTER FOR HIV, STD AND TB PREVENTION (NCHSTP): Development of a Novel Internet-Based Information System for Remote TB Control and Prevention Programs. NATIONAL CENTER FOR ENVIRONMENTAL HEALTH (NCEH): Unmanned Aerial Vehicle and Imagery for Humanitarian Response; Automated User Defined Tool for Emergency Planning and Quality Control. NATIONAL IMMUNIZATION PROGRAM (NIP): Develop Methods to Enhance Administration of Vaccines, Including Live Virus Vaccines, Through the Respiratory Tract; Disposable-Cartridge Jet Injector Technology. NATIONAL CENTER FOR INFECTIOUS DISEASES (NCID): Development of Serologic Assays to Measure Immune Responses in Anthrax; Biological Control of Lyme Disease Spirochete Vector Ticks; Oral Vaccines that Target Peridomiciliary Lyme Disease Reservoirs; Murine Monoclonal Antibody/Human IgM Chimeric Antibody Construction and Expression; Vaccination of Birds for West Nile Virus Using Recombinant Seeds; Development of Novel Reagents for Poxvirus Research and Diagnostics; North American Orthopoxviruses as Vaccine Vectors: Safety, Efficacy and Feasibility; Assay Development for Taenia solium Cysticercosis and Taeniasis. NATIONAL CENTER ON BIRTH DEFECTS AND DEVELOPMENTAL DISABILITIES (NCBDDD): Development of Materials for "Birth Defects Prevention Month"; Development of Health Communication Materials to Prevent Alcohol-Exposed Pregnancies in Underserved Populations; Development, Production, and Evaluation of a Folic Acid Educational Tool for Use with a Variety of Audiences; Teratogen Symbol Testing among Diverse Audiences; Development of Health Education Materials to Promote Pre-Pregnancy Health Visits.
