- Description
- The Centers for Disease Control and Prevention intends to purchase and install a multilingual early-warning Global Public Health Intelligence Network (GPHIN) surveillance service that is able to gather, translate and disseminate public health information in all six WHO official languages (English, French, Spanish, Russian Arabic and Simplified Chinese on a 24 hour, 7day week basis, from Health Canada, 100 Colonnade Road, Postal Locator 6201A, Ottawa, Ontario KIA 0K9, Canada. The government intends to evaluate offers and award a contract without discussions with Offeror?s providing the requested equipment. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint including delivery dates and license fees. This is an all or none delivery requirement. The North American Industry Classification (NAICS) Code is 514919, and the Size Standard is $18.0 million dollars for this requirement. This requirement is full and open competition procurement. Interested vendors capable of furnishing the government with the products in this synopsis should submit two (2) copies of a quotation to the below address. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination for Origin), Taxpayer Identification Number (TIN), Dun & Bradstreet Number (DUNS), and descriptive literature of the product quoted. The quotation must reference Solicitation number 2004-Q-01501. Quotations will be due ten (10) calendar days from the publication date of this synopsis on July 22, 2004, by 8:30 a.m. local time, or whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA, 30341, Attention: Laurel Williams. Email quotations will only be accepted if dated and signed by an authorized company representative to ltw4@cdc.gov . Health Canada is the only source known to the government that can provide a multilingual early warning global public health surveillance service that is able to gather, translate and disseminate public health information in all six WHO official languages (English, French, Spanish, Russian, Arabic and Simplified Chinese with twenty four (24) hour seven (7) day week access. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253 (1) and under the authority of FAR Part 6.302-1. The requirement will be procured as a commercial item in accordance wit FAR 12.102(c) under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offeror?s ? Commercial Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation ? Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms and Conditions ? Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby add to this clause: 52.247-35 F.O.B. Destination; the clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial items applies to this acquisition.
