Description
The US Department of Education intends to solicit offerors to conduct an evaluation of the National Assessment of Educational Progress (NAEP). The successful offeror will be expected to produce analyses and reports that will provide Congress and the Department with a high quality, objective, and independent evaluation that yields information and recommendations with relevance and integrity. The evaluation is broad ranging and will undertake a number of studies in several areas based upon the legislative requirements for the evaluation. The Department requires that the evaluation not be based solely upon a synthesis of expert opinion, but include empirical studies and documented findings. The mandated evaluation will build upon prior NAEP evaluations and other ongoing NAEP studies supported by the National Assessment Governing Board (NAGB) and the National Center for Education Statistics (NCES). The contractor shall be responsible for: designing the evaluation; designing the studies to support the evaluation; establishing a Technical Work Group; collecting data and information; conducting the analyses and studies; synthesizing findings; writing reports of the studies and findings; and managing the contract. Contractors who have had significant involvment in NAEP planning; development; adminstering; producing; analyzing; reporting; disseminating; outreach activities or advising the NAEP program since 2000, are ineligible to participate in this evaluation of NAEP. The Department estimates a period of performance of 36 months for the evaluation of the NAEP. The opening date is on or around July 26, 2004, the closing date is August 25, 2004 at 2:00 p.m. EST.
