Description
The Defense Information Systems Agency (DISA) intends to issue a full-and-open-competition solicitation in accordance with the Federal Acquisition Regulation (FAR) Part 6, for technical support to the Director, Defense Information Systems Agency (DISA), as the Nuclear Command, Control, and Communications (C3) System Engineer in performing Nuclear C3 Systems Operational Assessment (OA) tasking from the Joint Staff. The contractor shall be responsible to design, develop, and conduct recurring operational assessments to assist in the determining, in a quantitative manner, the operational capabilities of the Nuclear Command, Control and Communications (C3) System. This system supports the President and the Secretary of Defense, Joint Staff, and Combatant Commanders? decision making across the spectrum of conflict and threat environments. Included in the Nuclear C3 System are the Survivable Mobile Command and Control Centers consisting of airborne resources, selected fixed and mobile ground command centers, the strategic and non-strategic (theater) nuclear forces, and surviving command elements (including shipboard) of the nuclear and non-nuclear Combatant Commanders, the military services, and the DoD agencies as defined in the Emergency Action Procedures of the Chairman, Joint Chiefs of Staff (EAP-CJCS Volumes VI and VII) and the National Military Command System/Department of Defense Emergency Communications Plan (NMCS/DoD Emergency Communication Plan). The objectives of the assessments are to identify deficiencies in equipment, both hardware and software, and procedures and to recommend corrective action to improve the operational capability. The minimum clearance required for access will be SECRET. Personnel who work with test development and/or test data results and analysis shall require TOP SECRET clearances and be eligible for Special Clearance Investigation for SCI access upon award of contract. Due to the amount of coordination necessary, at least 90% of the contractor?s management and technical support must be performed in Washington, DC, metropolitan area. Contract award is anticipated to be on or about 01 January 2005, a Cost-Plus-Fixed-Award Fee (CPFA) contract is anticipated with a base contract period of 12 months, with four 12-month option periods to be included for a total performance period of 60 months. Due to the range of services to be supported under the contract, and the rapidly changing nature of R&D, the Government encourages the contractor to team or sub-contract with companies that provide new and innovative services. The unclassified Request For Proposal (RFP), number is: HC1047-04-R-4065 it is anticipated to be issued on or about 16 July 2004 on the World Wide Web at http://www.ditco.disa.mil under Contracting Opportunities on the DITCO Home Page. The solicitation will encourage the contractor to enroll in DISA?s Small Business Mentor Prot?g? Program. The solicitation will specify that the contractor will be required to submit a Subcontracting Plan with Small Business, Small Disadvantaged Business, and Women-Owned Small Business Concerns. A reading room will be available by appointment only for review of all reference documents (see RFP Section J, for a listing of documents available for review), a SECRET clearance will be required for access into the reading room to obtain access to the reading room call Lt. Visit request must be on company letterhead and signed by the Facility Security Officer. Oral presentations are a requirement of this solicitation and copies of your presentation are due with your proposal. Offerors will be notified on or about 20 August 2004 to schedule presentations, estimated time allotted for presentations will be about 3 hours. A secret clearance (minimum) is required to receive, store, and generate, classified information pertaining to this acquisition. The classified Statement of Work is an attachment 1 to the RFP. The National Industrial Security Program (NISP) and the 1995 NISP Operating Manual (NISPOM) incorporating change one, dated 1997, and change two, dated 2001 prescribes requirements, restrictions, and other safeguards that are necessary to prevent unauthorized disclosure of classified information and to control authorized disclosure of classified information released by U.S. Government Executive Branch Departments and Agencies to their contractors. The Manual also prescribes requirements, restrictions, and other safeguards that are necessary to protect special classes of classified information, including Restricted Data, Formerly Restricted Data, intelligence sources and methods information, Sensitive Compartmented Information, and Special Access Program information. These procedures are applicable to licensees, grantees, and certificate holders to the extent legally and practically possible within the constraints of applicable law and the Code of Federal Regulations. Commercial entities that are in receipt of this government solicitation and wish to submit a competitive proposal to the government can obtain the associated classified information by providing a statement of compliance with the terms and conditions of the 1995 NISPOM with changes. Those companies providing their security information IAW the above terms of reference shall provide it to Mr. Lloyd Hanna, DISA, GE 445 at 703-882-2819 or via email to hannal@ncr.disa.mil PLEASE cc: klinej@ncr.disa.mil no later than four (4) working days prior to picking up the classified statement of work. Mr. Hanna will make arrangements and schedule a date and place for pick up upon receipt of the company's security information and the company's, statement of compliance, with the NISPOM. Individual(s) picking up the classified information must present a proper courier card/letter issued by the DCO and photo identification for proof of identity. A company that is foreign owned and cleared under a Special Security Arrangement (SSA) and its cleared employees may only be afforded access to prescribed information with special authorization. This special authorization must be manifested by a favorable national interest determination (NID) that must be program/project/contract-specific, thus a company operating under a current SSA doesn't automatically afford them access to GE program information. Access to proscribed information is predicated on compelling evidence that release of such information to a company cleared under the SSA arrangement advances the national security interest of the United States. All responses from responsible sources will be fully considered. Vendors must be registered in the Central Contractor Registration (CCR) database (http://www.ccr.gov) to be considered for award of a contract.
