Description
The Bureau of Reclamation, Lower Colorado Region in partnership with the Chino Basin Watermaster and the Inland Empire Utilities Agency has a requirement for the construction of three (3) nested monitoring wells. Work to be performed under this solicitation includes drilling three (3) 30-inch diameter boreholes to 50 feet and furnish and install 24-inch diameter steel conductor casings, and drilling one (1) 17.5-inch diameter borehole to 500 feet and two (2) 20- inch diameter boreholes to 600 feet. The reverse circulation rotary method shall be the only method authorized to drill the 17.5 and 20-inch diameter boreholes. Work to be performed also includes performing deviation survey, geophysical logging, and caliper survey, furnish and install two (2) 4-inch stainless steel (SS) pipes in 17.5-inch boreholes, furnish and install three (3) 4-inch SS pipes in 20-inch boreholes, furnish and install 40 foot SS 4-inch wire-wrapped well screen at bottom of each monitoring tube, furnish and place gravel filter pack and sand in 17.5- inch boreholes, furnish and place gravel filter pack and sand in 20-inch boreholes, furnish and place annular seals in 17.5 and 20-inch boreholes, install sanitary seal in annular portion of the conductor casing, develop wells by swabbing, bailing, airlifting, and pumping, furnish and install pre-cast concrete vaults (wellhead completions), perform alignment test, perform camera survey and contain and dispose of uncontaminated drill cutting and solids. The work is located south of Chino, California and north of the Santa Ana River. Qualified Contractors shall (1) have experience in drilling wells using reverse circulation rotary method; (2) possess a valid State of California License C-57 for Water Wells, and (3) shall be fully licensed in the state of California to perform this type of work. A copy of a valid license, information of relevant experience, past performance, and references (include water production wells and nested monitoring wells), a list of Contractor-owned equipment, a list of leased equipment, and the name(s) of the equipment manufacturer(s) shall be included in the bid response. We anticipate posting a solicitation, via http://www.FedBizOpps.gov, on or about July 26, 2004, be aware that all dates in this synopsis are subject to change. The Government reserves the right to issue the solicitation on paper or CD-ROM if the website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. This acquisition will be pursued in accordance with FAR Part 15, Contracting by Negotiation. There will be a pre-bid conference/site visit scheduled in the solicitation, including the location, time, date and other pertain information. WE STRONGLY ENCOURAGE ALL INTERESTING PARTIES TO ATTEND THIS PRE-BID CONFERENCE/SITE VISIT. This is an unrestricted solicitation. The magnitude of this project is estimated between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 237110, the size standard is $28.5 million in average annual receipts. A bid guarantee will also be required. Performance and payment bonds will be required following award pursuant to the Miller Act The Department of Interior has directed the use of Central Contractor Registration (CCR) as the single validated source on vendors doing business with the Government. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make an offeror ineligible for award.
