Description
This is a combined synopsis and solicitation for service to the heat plant at the New Hampshire Air National Guard. We intend to award as a sole source to Control Technologies INC 70 Zachary Road, Manchester, NH 03109-5638 under the authority of FAR Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Services are non-personal to provide all plant, labor, transportation, materials, equipment necessary to install an automated system to operate t he heat plant at Pease Air National Guard Base, Newington, New Hampshire, Project number MR20041661. The Statement of work is as follows: The work consists of updating the new direct digital control system (Energy Management System) to fully automate the Heat Plant: 1. Provide engineering, programming, software and hardware replacement to update the Heat Plants control system. 2. Engineering will include for maximum potential energy savings through control sequences and operation strategies for the boilers , pumps and distribution system. 3. Program update will include the plant to have the capability to run full automated, alarm notification, and the capability for all reporting archiving requirements done through computerized means. 4. DDC software and pro gram must be the same as the base's existing Invensys HVAC program and fully integrated with the Cleaver Brooks boiler controls. 5. DDC software and hardware will be the latest reversions and software will be fully loaded on to the new DDC interface (gover nment furnished). 6. Manuals and control prints shall be provided. 7. DDC Interface Specifications, Hardware must be DELL Dimension XPS or equivalent stated below: a. Pentium 4 Processor with HT Technology 3.2HZ w/800MHZ FSB 1MB cache b.XP Professional Operating system c. 2GB Dual Channel DDR SDRAM at 400 MHz Memory d. 400GB Serial ATA Hard Drive (7200RPM) e. 3.5 in. Floppy f. Microsoft Office Professional Edition 2003 g. Norton Anti-Virus h. 48x CD-RW Drive/8x DVD+RW Drive i. Integrated Intel PRO 1000 Ethernet j. 128MB DDR ATI RADEON 9800 Pro Graphics Card with TV-Out and DVI k. Sound Card l. 56 PCI Data Fax Modem m.(2 ea.) Samsung SyncMaster 323T-Black LCD monitors III. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK A. The contractor shall be required to 1. Commence work under this contract within 10 calendar days after the date the contractor receives notice to proceed. 2. Prosecute the work diligently 3. Complete the entire heat plant automated system ready for use not later than 60 calendar days after the required commencement of work. B. The Heat Plant is in a controlled area for security. Passes will be necessary to g ain access to the facility. Plant will be in the summer mode of operation however can be brought entirely on line if necessary IV. GOVERNMENT PERFORMED WORK A. The Government will perform the following: 1. The Contracting Officer will establish the boundary of Contractor's work area including staging area, and the Government will limit its activities inside the work area to a minimum during the time the Contractor is at work. 2. The Government will provid e escorts whenever necessary if the need arises and will provide assistance for operating the Heat Plant for testing and checking operation of the new automation system. This synopsis and solicitation is prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued . This procurement will be issued as a 100% small business set aside and will be made using a firm-fixed price contract. The North American Industry Classification System (NAICS) Code is 238210 and the Size Standard for Small Businesses is $11.5 million.
