Description
This is a notice of intent to negotiate on a sole source basis with Sea Technology Services to provide meteorological and oceanographic data, which will be used to describe frontal zones, water mass structure and surface currents in the vicinity of the Antarctic Peninsula. In addition STS will provide support and the specialized skills and services for shipboard maintenance, operation, and repair of instruments for measuring seawater properties, meteorological conditions, and multi-frequency acoustic backscatter. Expertise is also required for collecting, processing, interpreting, archiving, and documenting the oceanographical and meteorological data, and calibrating, monitoring, and maintaining the performance of a multi-frequency scientific echosounder system. The information will in turn be used to study the physical causes of variations in biological production in the area. Objectives of this contract will include: the collection and archival of data while underway and while at station, and the preparation of a report summarizing the activities and the data collected. In 2005, the contractor is needed to assist with installing, testing, characterizing, and maintaining a new multi-frequency echosounder system, and to quantitatively compare the new system with the old. Sea Technology Services (STS) has previously designed and constructed a transducer multiplexer, and supplied it to the government, expressly for this purpose. STS has extensive experience with the old and the new echosounder systems, their calibrations, performance characterizations, and maintenance. In support of AMLR 2005, 2006, and 2007, and possibly 2008 and 2009, STS is needed to setup, deploy, maintain, recover, and pack six instrumented oceanographic buoys off the coast of Cape Shirreff, Livingston Island. STS has designed and constructed the buoys to be deployed, and has supplied them to the government for this purpose. The government intends to award a firm fixed price contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the existing agency requirements. The sole source nature of this solicitation is necessary on the part of the government to maintain consistent data collection efforts with prior year?s studies. The studies performed by this contractor have ultimately led to the formulation of management advice and options in support of the U.S. obligations to the Convention of the Conservation of Antarctic Marine Living Resources (CCAMLR). The Contractor will be required to meet the ship in Punta Arenas, Chile at the beginning of January 2005 and will be underway in the Antarctic region until the middle of March 2005. If as a result of this notice, another firm demonstrates the ability to provide the required components, within the required time frame, the sole source nature of this requirement will be reevaluated.
