Description

The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center (CASC), Acquisitions Management Division (AMD) intends to issue a contract to the Cornell Laboratory of Ornithology at Ithaca, New York for application of passive acoustic methods to detect migrating right whales in New England and Mid-Atlantic waters. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Southeast Fisheries Science Center and Northeast Fisheries Science Center will use the data gathered by the passive acoustic recording devices. The contractor will provide, deploy and recover autonomous acoustic recording devices to detect the presence of right whales, and will provide the government with data on the locations and timing of right whale detections. The contract will be for an award period of 10 months with 90 days allowed for completion of the final report. The Government intends to solicit and negotiate with only one source, the Cornell Laboratory of Ornithology, under the authority of 41 U.S.C. 253(c)(1) for this proposed procurement action. This notice of intent is not a request for competitive proposals. Interested parties are encouraged to respond to this announcement within 15 days of its publication and shall submit in writing, it's name, address, point of contact, telephone number, business size and a brief statement regarding it's capability to provide the specified service and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided similar services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted to the address stated herein or may be faxed to 816-426-7530. This is not a request for proposals and there is no solicitation available at this time. A determination by the Government not to compete this proposed procurement action is solely within the discretion of the Government.
