- Description
- The National Institute of Standards and Technology (NIST) intends to competitively award an Indefinite-Delivery, Indefinite Quantity (IDIQ), Task Order Contract for the services of a prime contractor (subcontractors) that shall provide all labor, supervision, equipment, and materials necessary to handle, package, label, mark, placard, remove from the NIST Gaithersburg, Maryland site, transport to specifically identified EPA approved or permitted Treatment, Storage, and Disposal, or Recycling (TSDR) facilities, and ensure regulatory disposal of NIST's hazardous, acutely-hazardous, regulated and "nonregulated" materials, substance, and waste materials. When economically and technically feasible and if required under federal, state and local statutes and/or regulations, NIST generated waste chemicals shall be recycled. Otherwise, NIST's hazardous, acutely-hazardous, regulated and "nonregulated" materials, substances and waste chemicals shall be disposed in NIST priority order, by (1) incineration; (2) thermal destruction; (3) chemical reaction (i.e., to render it a nonhazardous/unregulated waste or to transform into a waste that is treatable via other means (e.g., incineration, thermal destruction) and as a last resort, (4) burial in an EPA part B permitted secure chemical landfill. A full Statement of Work will be included with the solicitation. The period of performance will be a 12-month base period, beginning on date of award, with four 12-month options. Services will be requested by issuance of written task orders. The competitive solicitation, solicitation amendments and all questions and answers relating to this acquisition will be made available via the Internet at http://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, July 23, 2004, and will only be available on FEDBIZOPPS at the aforementioned website. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and a bidder?s mailing list will not be maintained. The NAICS code is 562211 with a size standard of $10.5 million. This acquisition will be issued as a RFP under the CASCADING PROCUREMENT STRATEGY, therefore if a minimum of two (2) offers from qualified small business concerns are received for the services/supplies specified within the solicitation, the Government reserves the right to set aside for small business the award. If two or more small business offers are not received, the award will be made on the basis of full and open competition from among all responsible businesses submitting offers. No further FEDBIZOPPS notices will be posted. Prospective contractors and subcontractors must be able to meet all Federal, State, and local laws, ordinances and regulations governing the handling, disposal, and transporting of hazardous waste material and environmental protection. A single award or multiple awards will be made using FAR Part 12?Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation.
