Description
THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A REQUEST FOR PROPOSAL (RFP) The Department of Homeland Security (DHS) is seeking sources that are capable of providing express package delivery services and ground delivery services for all fifty states, territories, and international services for DHS. Additional services could include the transportation of Dangerous Goods/Hazardous Materials, regional and interregional LTL (less than truckload) freight. The specific delivery service tasks/functions that DHS wishes the prospective Contractor(s) to perform is contained in the Draft Statement of Work attached to this RFI. Prospective offerors shall comply with Section 2001.45(c) (ii) of ISOO?s Classified National Security Information Directive 1. The Government will hold a general bidder?s conference on this subject on July 30, 2004 from 9:30 AM to 11:00 AM Eastern Time at the DHS offices located at 7th and D Streets SW, Washington, DC 20528. For the bidder?s conference, prospective offerors are required to provide to the Government a list of their firm?s representatives and their written questions (in MS Word format) via e-mail to the Contracting Officer at Aaron.Ford1@dhs.gov not later than 12:00 PM on July 29, 2004. In addition, prospective offerors will be provided an opportunity to have a one-on-one meeting with the Government from 11:30 AM to 5:00 PM Eastern Time on July 30, 2004. Prospective offerors that wish to have a one-on-one meeting with the Government shall state the preferred time in their e-mail message to the Contracting Officer. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purpose and does not constitute a commitment, implied or otherwise that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as the result of the submission of the Contractor?s information. The Government will not be liable for or suffer any consequential damages for proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Firms that wish to respond to this RFI should provide the following information : (1) the name and address of the contractor, (2) Point of contact information including name, title, telephone, and e-mail addresses; (3) a technical approach that addresses how the firm would satisfactorily meet the requirements contained in the draft Statement of Work, (4) a total estimated cost; (5) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a), and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran small business. (6) Company?s CAGE code, Dun and Bradstreet number, and GSA Schedule number should they possess one. Firms are also encouraged to submit comments on the draft Statement of Work as well as provide the Government any other innovative ideas on how this requirement can be performed more efficiently. To help to ensure proper receipt of the RFI submission, name the e-mail ?Express Mail Delivery RFI Response? in the subject field. Responses to this Request for Information are due to the Contracting Officer by 2:00 PM Eastern Time on July 26, 2004.
