Description
The United States Postal Service Northeast Facilities Service Office is seeking roofing consulting services. The Roofng Consultants will be used to assist with roof surveys, small design projects, design reviews of other Architect/Engineer projects, testing, monitoring, and project management of roofing projects. Firms, including consultants, must meet the following requirements: To be considered a Roofing consultant, a firm shall be independent, and the primary source of work performed shall be ?ROOF CONSULTING?. 1) The consulting firm shall NOT be a roofing installation contractor, material manufacturer, distributor or shall not have any affiliation with these market segments; 2) The principal of the company shall be a professional member in good standing in at least one major roof consulting organization (i.e, Roof Consultants Institute ? IRCI; Institute of Roofing & Waterproofing Consultants International ? IRWC;) as well as a member of the National Roofing Contractors Association. (NRCA). 3) At least one principal shall have achieved the roof consulting industry designation of a Registered Roofing Consultant (RCI) or Certified Professional Roof consultant (IRWC); 4) The consulting firm shall carry current workmen?s compensation, general liability, and errors and omissions insurance; 5) There shall be a minimum of 3 people in the firm. Your cover letter as well as your SF255 should indicated which category you would like your firm to be considered for. You may apply for more than one category as long as you meet the aforementioned requirements. The categories are: Category I: Northern New England: Maine, New Hampshire, Vermont Category II: Southern New England: Massachusetts, Rhode Island, Connecticut, Category III: Upstate New York: (excludes the Westchester counties and the Metropolitan New York City area) The USPS may at its option, include Title II ? Construction Administration Services. The contract will be subject to negotiation of individual work orders. In each instance, total fees for services will not exceed $250,000 for each task. The yearly maximum shall not exceed the total contract maximum. The contract will be for two years with three one-year renewal options, which can bring the duration of the contract to five years. The amount of work for the duration of the contract (5 years) shall not exceed $2,500.000.00. There is no guaranteed minimum. The average work order is estimated between $500.00 and $25,000.00. The USPS reserves the right to make multiple awards. Firms which possess the qualifications to perform the services described above are invited to submit a completed SF255, ?Architect-Engineer and Related Services Questionnaire for Specific Project?, and a completed SF254, ?Architect-engineer and Related Services Questionnaire In lieu of the standard government forms SF254 and SF255, companies may provide the following information in proposal form: a. Company name, address, & telephone/fax number; b. Name of principals; c. Name of contact person; d. Length of time in consulting business; e. Names and telephone numbers of full time employees, registrations, certificate, training, education, number of years of roofing consulting experience, number of years with this firm; f. List of the last 10 roof consulting projects, the name of the client, type of consulting work, estimated value of roof project, name, title, address, and telephone number of client; g. Types of insurance held; h. Which geographical area you would like to be considered for. Mail the SF254/255 or your proposal to: : Jeanne C. Interested firms with more than one office should indicate on their SF254 and SF255 the staffing composition of the office in which the work will be performed. A SF254 must also be submitted for each consultant used. Consideration will be given to interested firms who respond to this advertisement in accordance with the foregoing instructions in the following order of preference: 1) local, residing in one of the states of the category(s) being applied for; 2) all others. Firms will be considered as local only if their office is in the area listed previously or they have a local independently operated branch office, and all of the design, coordination, and management of the project will be accomplished I that office. It is prohibited to pay any fee, commission, and percentage or brokerage fee to any person or firm contingent upon, or resulting from award of a contract.
