- NAICS Code: 811219 The U.S. Environmental Protection Agency (U.S. EPA)Office of Enforcement and Compliance Assistance, National Enforcement Investigations Center, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation provisions, will be the most advantageous to the Government, cost and other factors considered. PERIOD OF PERFORMANCE :From the date of Purchase Order award through 12 months. BACKGROUND: Service agreements for 2 laboratory instruments: TJA 61E ICP and TJA IRIS Advangage (IRIS-AP-HR-DV). PURPOSE AND OBJECTIVES: Under this Purchase Order the Contractor shall provide full instrument service contracts for unexpected instrument hardware or software problems. Service contracts are intended to get rapid repairs for an instrument and allow it to be placed back in working condition with as few "down time" days as possible. THE ICP-OES instruments listed above are used in both civil and criminal project casework REQUIREMENTS: Full service contract for both ICP-OES spectrometers, including at a minimum: (1) two scheduled preventive maintenance visits during the contract year; (2) all labor, travel, and expenses of the field service engineer to maintain these instruments in normal working operation; (3) all parts used in maintenance are included with the specific exclusion of nebulizers, spray chambers, and torches; (4) all parts included in maintaining these instruments excluding consumables such as nebulizers, spray chambers, and torches (5)72-hour customer response time; (6) free telephone troubleshooting and technical support. QUOTE SUBMISSION INSTRUCTIONS: The Offeror shall prepare a succinct technical proposal which demonstrates the expertise to provide maintenance for the above instruments. The Offeror shall identify key staff proposed for this requirement including qualifications, education and experience. The Offeror shall also provide three references who can evaluate performance based on similar requirements. The Offeror shall also include a fixed price for maintaining each instrument for 12 months. Copies of the technical and cost proposal shall be submitted in pdf format to Debra A. Miller at miller.debbie@epa.gov and COTR Jennifer Suggs at suggs.jennifer@epa.gov by the response date. EVALUATION FACTORS: The Government intends to make award to the responsible Offeror whose offer conforms to the Request for Quote (RFQ) and is most advantageous to the Government, cost and other factors considered. For this RFQ, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. 1. The level of knowledge demonstrated in instrument maintenance. 2. Past performance with similar work. 3. Staffing 4. Cost/Price. The NAICS Code for this procurement is 811219. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 7 calendar days of the date of this announcement will be considered.
