Description
This project will construct a 1225-m2 single-level, ballistic-hardened, reinforced concrete structure, with approximate dimensions of 25 meters by 46 meters. The facility will be occupied 24 hours a day, 7 days a week, and includes berthing space, galley space, garage space for four vehicles, and recreational, operations, and utility spaces. Site features include fencing, road improvements, site utilities & lighting (CLIN 0001). This project will also upgrade Greenling Road, including road widening, paving, striping, and stormwater control (CLIN 0002). The work shall be located at Naval Submarine Base Bangor, Silverdale, Washington. This procurement will result in a firm fixed price contract. The contract will be procured using Source Selection (negotiated) procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. This procurement is restricted to 8(a) business concerns. Competition for this procurement is limited to eligible 8(a) firms located in Washington and Oregon State and 8(a) participants in good standing serviced by a SBA office outside of Washington and Oregon State but having a bona fide branch office in Washington and Oregon State. The FAR estimated cost range for this solicitation is $1,000,000 to $5,000,000. The North American Industry Classification System (NAICS) Code is 236220 and the related small business size standard is $28.5 million. The anticipated contract duration for Base Bid Item CLIN 0001 and CLIN 0002 is approximately 390 calendar days. The exact duration will be stipulated in the RFP. Solicitation N44255-03-R-1026 /SBA Number 1013-04-406072 will be available on or about 26 July 2004. Prime 8(a) Contractors are encouraged to register as a plan holder at www.esol.navfac.navy.mil. Location and points of contact for site visit(s) will be identified in the solicitation. Estimated closing for Proposals is 14:00 local time, 25 August 2004. It is anticipated that this procurement will be evaluated on factors: 1) Past Performance; 2) Technical/Management; and 3) Price. Proposals will be evaluated to determine which offer provides the best value to the Government. Best value is defined as the optimum combination of Past Performance and Technical/Management and Price for this work. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. SPECIAL SOLICITATION CONTROLS FOR N44255-03-R-1026: The solicitation package will be provided to Prime 8(a) Contractors only. The solicitation package consists of the following: One (1) solicitation ?record? set of drawings and specifications to be retained by Prime Contractor during the bidding process and twelve (12) solicitation ?distribution? sets of drawings and specifications. The solicitation package costs $1,014.00. Checks only made payable to U.S. Treasury. Additional ?distribution? sets of drawings and specifications are available for $79.00 per set. The solicitation will be available in hard copy only. The solicitation shall not be reproduced. The solicitation package will be available for pick-up at EFANW only, by appointment only. Requests for appointments to pick up the solicitation package may be arranged by calling Stephanie Higgins, Contract Specialist, at (360) 396-1865. A Corporate Officer of the Prime 8 (a) Contractor?s company shall sign for, and receive the solicitation and shall provide the following information in order to receive the solicitation: 1. Identification (Government issued identification ? e.g., driver?s license). 2. Proof of Citizenship (e.g., passport, naturalization papers, birth certificate). 3. Company Authorization (on company letterhead which states that the Prime 8 (a) company is a prospective 8 (a) offeror and the individual is a Corporate Officer of the company authorized to receive the solicitation). Prime 8(a) Contractors shall be responsible for the control and distribution of the solicitation sets obtained from the Government. The Prime 8 (a) Contractor shall maintain a Solicitation Control and Distribution Log (provided by the Government), which records the distribution of the solicitation by the Prime 8 (a) Contractor and by its subcontractors (all tiers). Distribution of the solicitation shall be limited to US Citizens with a need-to-know for proposal preparation purposes. Each individual who requires access to the solicitation whether a Prime 8 (a) Contractor or a subcontractor at any tier, shall sign a ?Non-Disclosure? statement, on the form provided by the Government, certifying that they are a US Citizen, that they will not reproduce the solicitation, and that they will limit further distribution only to US Citizens with a need-to-know for proposal preparation purposes. Upon notification of contract award, Prime 8 (a) Contractors shall account for, and return, each solicitation set obtained from the Government, all Control and Distribution Logs, and all signed ?non-disclosure? statements. The purpose of these Special Solicitation Controls is to ensure that each copy of the solicitation is tracked and returned to the Government. Amendments and notices will be provided to the Prime 8 (a) Contractors only. The 8(a) Prime Contractor shall be responsible for distributing amendments and notices to its subcontractors. Violations of the Special Solicitation Controls are subject to investigation by Naval Criminal Investigative Service (NCIS).
