Description

The US Army Corps of Engineers, New York intents to issue an Invitation For Bid (IFB) for an award of a contract for performance of maintenance dredging of East Rockaway Inlet, New York, Federal Navigation Project, with subsequent placement of the dr edged material at as shore protection along Rockaway Beach. This procurement is being solicited as UNRESTRICTED. The applicable NAICS Code is 237990 with a small business size standard of $27.5 million. The estimated cost for this project is $1,000,000.0 0 TO $5,000,00.00. The proposed dredging will consists of furnishing all plant, labor, materials and equipment, and performing all work in strict accordance with the specifications and drawings for the dredging of material from the East Rockaway Inlet Fede ral navigation channel with placement of the dredged material at Rockaway Beach, between 27th Street and 40th Street. The project is scheduled to remove approximately 224,000 cubic yards of shoal material to be dredged to a depth of 14 feet below Mean Low Water with 2 feet allowable overdepth. The site of work (dredging) is located in Rockaway on the border of Queens and Nassau Counties, in New York. The successful offeror will furnish all plant, labor, materials and equipment, and perform all dredging, an d pumping of the dredged material. The duration of the project is approximately 45 calendar days after the issuance of the Notice to Proceed. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Gover nment; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at htt p://nan.usace.army.mil. (Contracting Opportunities). Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Abode Acrobat Reader. Minimum system requirements are pentium-based personal comp uter, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. U tilization of the internet is the preferred method, however, CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will NOT deliver to P.O. boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USAED, NY. Solicitation documents for this dredging work will be available on or about 26 July 2004. A Small Business Subcontracting Plan is required for all large firms. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in th e CCR database will make an offeror ineligible for award.
